Mobilizing Governance By Rural Elites In Urbanization

With the gradually accelerating urbanization, village governance has become an increasingly prominent problem to be solved for rural development. As an important role in village community, rural elites directly affects its development through their integration and the mobilization of village resources. Thus, they can get a recognition of dominant position in village spontaneous order. Based on the edge of a village in Hubei province, this paper microcosmically attempts to further excavate the behavior logics behind the characteristics of mobilizing governance and its mechanisms, to provide some valuable thinking for village governance.Relying on the survey by China Rural Research Institute of CCNU, this paper mainly adopts the methodology of investigation interview and participant observation to originally grasp the mobilizing governance of rural elites, and to present the characteristics of mobilizing governance and its mechanism of rural elites. On the basis, a theoretical dialogue will be appropriately conducted, finally for the basic conclusion.The wisdom of rural elites is not always reflected one-sided. As a growing point of elites’mobilization in collective economic development, public service promotion and village affairs disposal, the mobilization management has been found to cover the characteristics of flexibility, tenderness, responsiveness and diversity. The strategies in village governance by rural elites are different while the mobilization governance mechanism and its logic are largely identical. The mobilization mechanism is based on personal consideration. It is profit-incentive for the promotion of villagers’ lives and development of village economy. It is demand oriented and rules agreed, as well as consensus directed. It will undoubtedly provide a feasible choice for the village governance, as the paper shows. However, China is on an important stage of strategic transformation both in economy and society here and now. The mobilizing governance effects not only positively but also negatively. It goes against the spirit of Legal Government and Good Government in rural society. Therefore, there is still much worth thinking and exploring for the mobilizing governance.
