Research On The Participation Of New Village Elites In Liangzhai Town Of Northern Jiangsu In Rural Governance

During the period the two sessions in this year,the concept of “culture of new country elites” appears in the “13th Five-Year” Program Guidelines(Draft).This new and strange “word” becomes the spotlight in the discussion between governments and the masses.Xi Jinping,Chinese president,said that: “If we want to properly govern China,we should have a deep understanding of the traditional culture in China,and actively summarizes the discussions and analyses of managing state affairs in ancient China and crystallization of human wisdom.At present,we advocate to pass on and carry forward culture of country elites.We should draw on experiences and wisdom of traditional governance model in China,providing theoretical supports for the modernization of society governance capabilities in rural areas.New country elites,as representatives of appeals and values of popular wills of grass roots,is one of the main social resources that rural grassroots governance relies on.The critical issue that we face is how to inherit and extend the positive functions of the participation of traditional country elites in rural governance and overcome existing shortcomings as well as giving full play to new country elites in rural governance.This also embodies the important roles of new country elites in rural governance to a certain extent.Taking the first country elite workshop in Jiangsu Province as the observation sample,this paper describes and analyzes the functions of new country elites in rural governance and existing problems in all directions,to improve the performances of the participation of country elites in rural governance.That is how to provide experiences and theoretical supports for perfecting the constructions of country elite workshops.In this connection,this paper mainly conducts a detailed discussion in five parts.The first part is the introduction which explains the research background and significance of this paper.Then,this part sums up research literature on country elites and rural governance at home and abroad.The relevant concepts and theories are defined and explained in this paper.The research framework and major research methods are described.In the second part of this paper,the base situation of research sample(Liangzhai Town in Fengxian County,Northern Jiangsu) is pictured.Next,this part describes such group features of country elites in Liangzhai Town as age structure,occupation distribution,sex composition and educational level.The development process and current situation of country elite workshop in Liangzhai Town and its staff are understood.The third part primarily discusses and minutely examines the fundamental responsibilities and value pursuits of new country elites.Briefly speaking,this part learns the daily matters of new country elites in rural areas through analyzing cases.Then,this part defines the basic duties of new country elites in rural governance.Eventually,this part summarizes and analyzes interview data to explore and realize the value pursuits of country elites.The fourth part is to expound the challenges that exist in the rural governance of new country elites.This part mainly makes comprehensive analyses the age structure and gender structure,educational level,routine funds of new country elites as well as nonstandard and unsound mechanism.The fifth part,based on the above analysis and summary,proposes a series of policy suggestions on how new country elites “boost” rural social governance in the new period.
