From Management To Governance:the Solution Of Wuhan City Covers Issues

The government on behalf of the social and public interests,has the responsibility to promote the improvement of public goods and equitable distribution,this function can’t be replaced by the market mechanism,other types of nongovernmental organizations and individuals.However,The functions of the government is limited, which cannot meet the needs of all members’society demand at the same time,and the communal article and public service’s supplying can not fully achieve the Pareto optimality,leading to low efficiency of resources allocation. Along with the development of reform and opening-up policy and the socialist market economy,the single system management mode of public goods have shown increasing trend of the poor,urgent to reform the management mechanism. At the same time the emergence of mufti governance theory provides a good direction for the reformation,which through the government,enterprises,the third sector and individual’s cooperation to form an interactive governance mechanism. In this mechanism,the government is based on the planning and supervision,which through cooperation, trust, bidding and other methods to delegate certain management authority to other organizations and individuals. On the one hand,it can reduce the government’s administrative pressure,on the other hand,it also can improve the participating consciousness and ability of other organization and personalities.As one of the essential public goods,manhole cover management can reflect the local government management level and ability to a certain extent. Though the manhole cover is small,which can be one of important factors to affect all the cities’ water,electricity, gas,signal communication and other strategic resources. If the management sin’t in place,not only is it affect whole urban landscape,it can bring tremendous harm to people’s lives and property.In Wuhan City,with the rapid development of Municipal Construction,the number of manhole covers has reached1300000by the end of2013,which followed by more and more difficult in administration.Only by the traditional mode of government-oriented has been unable to deal with complex problems,which needs to seek for a change management system urgently.Based on the analysis of mufti governance theory and elaboration of the manhole covers’problems and measures which has been taken in the Wuhan City. Firstly,This paper describes the current management system of the covers in Wuhan City, and analyzes the effect of the implementation of the system; then discusses the current problems of covers in Wuhan City, and analyzes the reasons; Finally Combining pluralistic governance theory to build covers management of culti-governance model,achieve the transition from covers governance to covers management. Covers diverse governance model in which the government set up a professional management, to solve management long, cross-functional issues; while playing business, the third sector and individuals active role. Achieving coordinated interaction and mutual supervision, exerting the comparative advantage of each governance body.
