Research On Improvement Strategies Of Community Correction In H-district Of Wuhan City From The Perspective Of Multiple Co-governance

Rule of law is the theme of the fourth plenary session of the 18th CPC central committee.Community correction is the characteristic and embodiment of socialist rule of law,and it is the concrete practice of the government’s public management functions.The research on the characteristic socialist community correction system suitable for China’s national conditions is the premise and foundation of the rule of law.Community correction system plays a very important role in China’s execution system,which not only embodies the applicable principle of punishment,but also provides a summary of the protection of human rights.Therefore,the research on community correction is also a requirement to accelerate the process of promoting the government’s rule of law and an inevitable way to realize the rule of law of socialism with Chinese characteristics.This study based on the theory of multiple work,H in wuhan district community correction work carries on the analysis and research,H in wuhan district community correction operation situation and situation of the staff team and correct working process are expounded,H area in wuhan city is analyzed the construction of community correction work in the community correction mechanism,promoting community correction all tasks to carry out the informatization construction,strengthening the community correction of results,however,Due to minor department departments lack of emphasis,lack of preparation and entry threshold low,punishment procedure is complex and rectification personnel serving consciousness is not strong,the government,not the influence of changing the traditional management idea,and many other reasons,led to H area in wuhan city community correction work in various departments cooperate with strength is not high,lack of professional work team,the punishment measures to rectify the cannot form effective deterrence,correct such problems as the main body is relatively single.Beijing the community correction in China experience and summarize experience of community correction in Shanghai,analyzed the experience of community correction,Japan’s experience in community correction,on the basis of the experience for reference is obtained suggested that H in wuhan area to carry out the actual situation of community correction,based on the theory of multiple work,put forward the coordination between government,community and social organization mechanism construction countermeasure and the suggestion.On the one hand,we should strengthen the leading role of the government,strengthen the establishment of rules and systems for community correction,speed up the legislative work on community correction,clarify the funding guarantee mechanism for community correction,and establish a supervision mechanism for community correction.On the other hand,we should take the community as the center,create a community environment conducive to community correction,strengthen the role of community in affairs autonomy,strengthen the construction of community functions,and establish community correction workstations in the community.At the same time,social strength should be supplemented to strengthen the team management of community correction,strengthen the incentive and management of community correction auxiliary personnel,strengthen the management of community correction volunteer team,and establish a good working mechanism of community correction involving all parties.
