The rural school-age children’ right to education is one of the important aspects of the farmers’ rights and interests protection policy research. The essence of the security policy of the rural school-age children’ right to education is the allocation of national education resources. More than30years of reform and opening up, china’s security on rural school-age children’ right to education has made great progress. The enrollment of school-age children improves constantly, the populace’s cultivation enhances unceasingly. But, in funding and educational conditions, teacher resources and educational outcomes, there is still a large gap between the urban school-age children and the suburban. This paper use the security policy process of rural school-age children’ right to education as the research perspective and main analyze the security policies of rural school-age children’ right to education. From the angles of policy making and policy implementation, this paper discusses the policy factors leaded to poor security of the rural school-age children’ right to education. These policy factors include the neglecting policy issues defined and policy agenda established, policy value erroneous tendency and not clear policy objectives, unbalanced accountability configuration, low quality of policy implementer and policy object, lack of resources and not perfect policy enforcement mechanism. Then, the article puts forward suggestions optimized the security policy of the rural school-age children’ right to education. These suggestions include making more clear goals the security policy of the rural school-age children’ right to education, perfect decision-making mechanism in policy process, adjusting the rural compulsory education management system and management authority, improving the quality of the policy implementers and collocating resources in policy implementation.
