A Case Study On The Change Of Village-township Relation

With the rapid development of opening and reform policy, Village-township relation has been made so many good changes in society. Village committee is a villagers’self management organization, but due to the pressure system, in order to finish national task, town government have to depend on village organizations. China abolished agricultural tax in the year of2006, this policy made some change to Village-township relation. However, that is not enough. In other words, there are so many contradiction and conflict between the village committee and town government, especially in the interaction of village committee, village party branch, town government and township party committee. The trend of administration of Village committee is aggravating. At the same time, village cadres becoming a kind of bureaucrat.To solve this problem, based on investigation and deeply studies on the spot, this article takes L town in Neijiang city as a case, exploring the Village-township relation in the real world. According to the theory of new institutional economy, the change of Institutions includes both formal and informal institutions. But the change of informal institutions is very slow. While the formal ones can be changed by the politic system unilaterally. Under this situation, the change has not been completely finished, which is often neglected by the reformer. In the real world, path dependence is a big problem. According to the relevant law, the relation between village party branch of the communist party of China and village committee is that of leading and being led. But it turns out to be completely different in the real world, which can be seen during the investigation in L country. Based on reviewing the history of the change of the Village-township relation, this article analyses the factors which bring out contradiction and conflict from the perspective of new institutional economy. At last, the countermeasure and suggestion were given pertinently.
