After the Third Plenary Session of the Party, the governing of the countryside of the nation has gradually turned to villager self governing model,the bottom layer of democracy governing model with major contents of villager democracy election, democracy decision making, democracy management and democracy monitoring has been constructed. Looking from the theory structure, this governing model is accommodating with the requirements of modern self governing society construction and it has also got a great achievement from the practice of democracy in the bottom layer of government. But, because of the influence of thousands of years of the traditional political culture, in the countryside, the democracy sense and right sense of the farmers are still very dim,villager self governing, this type of democracy political model is facing lots of difficulties during practice. In the outer part, the functional transformation of the county and town government is slow,they are still used to interfere and control for the lower level of government using the administration power and administration resource ; internally, although there are requirements and restrictions of"The Villager Committee Organization Law", the setting up of the rules and the design of theory is still far away from the requirements of actual development which has made the contradictions between the"two committees"occur frequently,the decision making on the matters of the village is still being controlled by small group of village leaders, the enthusiasm and level of the villagers for participating politics is comparatively low, that severely influences the practical effect of the villagers for self governing. With the transition of the society structure of the countryside and the development of villager self governing, optimizing and creating new countryside governing model is a must. Under this kind of situation,Alukerqinqi Inner Mongolia has explored one kind of method that is to put the agreement into management of village matter management and a new type of governing model of agreement management for village level matter. It has provided beneficiary experience and important pointer for the perfection of village governing method, advanced the democracy political reform of the bottom layer of government and the construction of socialist new countryside. From the visual angle of research combining macroscopy and microscope,starting from the difficult situation of solving the current democracy self governing model,combining with the village society governing model of our country ever since the reform and opening up policy. It has introduced the direct cause, major characteristics, operational mechanism and the effects achieved of countryside agreement management model of Alukerqinqi,it has analyzed and viewed its practice value, reasonable surviving space and comparative advantage,at the same time, it also pointed out the drag force and difficulties of agreement management model in actual operations. The discourse major body of this article is divided into four parts,the first part is the introduction on the basic concept and theory of self governing, villager self governing, agreement and village management agreement managing etc.; the second part is the analysis on the problems meeting the practice of self governing model; the third part is the evaluation and comparison on village self governing model ever since the reform and open policy;the fourth part is the introduction on new model of village governing:agreement management model;the fifth part is the analysis on the superiorities of countryside agreement management model.
