Development Of Urban And Rural Integration Huaying Hu Jintao "Agriculture" Theory Perspective

Hu Jintao’s thought of issues concerning agriculture、countryside and farmers, and urban-rural integration has been a hot issue in academic research. Hu Jintao’s thought is systematized comprehensive, which is the enrichment and development of Marx’s thought about the former issues, guiding the development of urban-rural integration, making clear the new idea and the direction to realize the development of urban-rural integration、to solve issues concerning agriculture、countryside and farmers、to narrow the gap between urban and rural areas. In2003, Hu Jintao first proposed "the coordination of rural and urban development" at the Third Plenary Session of the Sixteenth CPC Central Committee, which is an important strategy of constructing the new-style countryside proposed through Hu Jingtao’s summing up the experience of domestic urban and rural construction,and learning from foreign advanced practice based on the Marxist theory. Nowadays, the integration of urban and rural areas has become a priority in the work of the government. The research achievements in academia provide the foundation and reference for studying the problems facing agriculture, rural areas and farmers in specific areas and the integration of urban and rural areas. This paper aims to analyze the problems of the integration of urban and rural areas in Huaying and the causes of these problems, and meanwhile put forward some strategies for the integration of urban and rural areas in Huaying for the relevant reference under the guidance of Hu’s thinking regarding the problems facing agriculture, rural areas and farmers.This paper is divided into five parts. The first part is the introduction, mainly introduces the background, significance and research ideas, and gives a brief account of the innovation of the article. It is mentioned to be the impartment content and the only way to solve the issues concerning agriculture、 countryside and farmers to develop urban-rural integration in Third Plenary Session of the Eighteenth CPC Central Committee, which makes the paper have the important theoretical and practical significance. The main methods of paper which have been used are document research, compared research, historic research, etc, which strive to make accurate judgments on the integration of urban and rural development in Huaying City, putting forward the feasible countermeasure, and hope to have extensive reference value. The second part introduces the Hu Jintao’s thought on the development of rural, agriculture and the way to solve the poverty of farmers, it is pointed out that the main value of Hu Jintao’s thought of "three agriculture" is the enrichment and development of Marx’s thought of "three agriculture", and to provide theoretical guidance for the integration of urban and rural development at the present stage of China. The third part systematically introduces Huaying City’s achievements of the integration of urban and rural development from the four aspects of urban and rural industry, infrastructure, social undertakings, ecological environment protection,and it put forward in the integration of urban and rural development process, there are still problems in Huaying City’s development, the thought of development is out-of-date, there is serious contradictious in urban and rural industrial structure, and spiritual civilization foundation is weak. The fourth part systematically analyzes the objective and subjective reasons for the problems in the integration of urban and rural development in Huaying City, including natural conditions, the lack of powerful promoting factors in the development of urban and rural integration, but also affected by the low subject quality of the development of urban and rural integration. The fifth part is based on the fourth part and puts forward some countermeasures for promoting the integration of urban and rural development in Huaying city. Guided by the Hu Jintao "three agriculture, to quicken the development of agricultural industrialization, rural industrialization, to cultivate new growth point of the rural economy, to quickly integrate into Guang’an "double hundred" groups,to adjust county economic structure by priority, to optimize the social ecological communities to promote the construction of rural community culture, to take the advantage of rural communities to strengthen the villagers’ cultural pride, to establish the cultural linkage mechanism to construct native cultural products. To strengthen rural spiritual civilization construction by taking measures mentioned above. By strengthening economic construction and spiritual civilization construction at once to successfully promote the integration of urban and rural development in Huaying city.
