Housing is necessary for people to live,so housing is a significant social and economicproblem, how to solve it is related to the living of the citizen, and it also has relationship withthe stable of the society. Housing problem, which is a common occurrence in urbandevelopment, has aroused great concern by governments from all countries and localities.However, due to the nature of housing has the inherent of market mechanism, there will besome people can not rely on their own ability to solve the housing problem in the housingmarket because of the low housing affordability. The market mechanism can not guarantee thevulnerable groups’ basic rights and interests, and can not completely solve the problem ofsocial justice, so it needs the government intervention. Therefore, it has become increasingurgent and important to construct a housing guarantee system. Housing problem attracts ourgovernment’s close attention for a long time, and the abecedarian policy system of the housingsecurity has been set up. At present, China is experiencing rapid urbanization andindustrialization and facing key challenges in building a relatively well-off society in anall-round way. Housing policy has not only a close connection with the life quality of theurban citizen but also concerns the stable development of urban economy and socialdevelopment. Therefore, it has become increasing urgent and important to construct a housingguarantee system.The paper studies the development of the housing security policy and traces thedevelopment of Chinese housing guarantee policy, and analyzes the situation and problems inthe implementation of major guarantee policies, such as affordable housing, inexpensive-renthousing and public housing fund. It analyses deeply the means of our housing security andgeneral framework. Housing conditions in our country, however, are notorious of being poorand backward, especially prevailing among the lower and lower middle class. Because of thefact that the housing security system under the marketing economy frame has just come intobeing in the country, there appear many problems and contradictions. It is found that there isoverlapping in our housing security policy seriously, and it is very chaotic generally. There areloopholes in the coverage, the middle-income groups are benefited from it mostly, but thelow-income families who need help have no choice. The paper has a comparative study on the development rules of the housing security indeveloped countries. It can be found that the housing security system of these countries andareas follows nearly same rules. Namely, their housing policy experienced no governmentinterfering, government interfering, until to reduced interfering. Their housing securitypolicies nearly changed in means、objects、target、coverage and so on, just like from housingconstruction to housing subsidy, from subsidy supplier to demander, from generally subsidy tospecially designated, from middle-low-incomes families to low-incomes families. Throughoutthe country such as America, Britain and Singapore and other countries of the housing policy,one of the important experiences is established and strengthened the government in solvingthe housing problems of low-income families. It needs the specialized agencies and housingsecurity laws to solve the housing problems of low-income residents, which is an importantpart of national social policy. So far, we have not yet been devoted to a housing security lawsystem in our country. It shows commonly the gradual transition of housing security fromgeneralized preferential policy to preferential policy. Founding these rules can make us have adeep and systematic recognition with the housing security of the other countries and it affordsimportant revelatory experiences for our drawing housing security policy.Housing concerns the strategy of a country and the people. Housing guarantee policy isan important component of the policy of a government. Without government intervention andhousing security, it is difficult to effectively solve the housing problems of complex. However,it does not mean that the government will undermine or replace the market mechanism, butalso to compensate the inherent defects and guide the healthy development of housing market.Because the market mechanism is the basis and effective allocation of housing resources, weshould deal well with the relationship between government and market. Reviewing typicalhousing guarantee policies oriented towards low-income families in foreign countries andfocusing on the urban housing guarantee policy in China, this dissertation carries outsystematic theoretical and empirical study on this outstanding issue. We should study theirexperiences such as stable financial commitment, specialized institution and the dynamism ofguarantee. Based on the idea that the housing needs of low-income families should largely bemet by public-rent housing, this paper constructs a comprehensive system of housing guarantee policy. The policy is preferential for the targeted group and we solve the housingproblem by lease, without aiming at housing-owned.
