As China’s urbanization has stepped into a high-speed stage, the explosion of urbanpopulation directly leads to the increasing needs of housing. The government, who plays therole of Macro-economic Controller in the market economy, shoulders the obligation to solvethe housing problems for those in the middle-and-low income bracket, through social welfare,social security and other national income redistribution measures, in order to maintain thepeace and stability of our society. However, an ansence of governmental responsibility in thepractice pushes soaring property prices that has far exceeded the ability low-income familiescan afford. To improve the urban housing security system is the unevadable and irreplaceableduties of the Chinese government.This thesis comprises five parts as follows.The first part introduces the developmentprocess of China’s urban housing security system, and evaluates its current situation. Itspecifically contains four stages: a.1949-1978, distributing by plan and welfare housingsystem; b.1979-1997, the beginning of reform and subsequent implementation on a largescale; c.1998-2006, the deepening of reform; d.2007-present, the adjustment of reform. Bynow, China’s urban housing system has roughly gone through thirty years reform, andpreliminarily built up an urban housing security system including low rent housing system,affordable housing system, housing provident fund system and the public rental housingsystem.The second part explores the nature of indemnificatory housing and the theoretical basisfor the government’s taking responsibility。The author analyzes the indemnificatory housingfrom perspectives of the public products, welfare and social security. Then it discusses thereasons why government should take responsibility for the urban housing security systemfrom three angles--the housing rights of citizens, the income distribution theory, the theory offairness and justice.The third part gives an introduction of the housing security systems in the westerncountries like the Britain, the USA and Germany, aiming to learn some valuable experiencefrom them.The forth part focuses on the existing problems in the low rent housing system,affordable housing system, housing provident fund system and the public rental housingsystem, explaining the manifestations and reasons for the absence of governmental responsibility in the urban housing security system.Then the last part, in order to meet the goal of perfecting our nation’s urban housingsecurity system, mainly proposes some feasible suggestions on strengthening governmentalresponsibility in China, such as increasing financial investment, improving affordable housingpolicy, strengthening the executive power and efficiency of the government, and enhancinggovernment’s supervision in this field.
