Research On The Problems Of Urban Housing Security Under Developmental Social Policy View

In recent years, domestic commercial housing price in large andmedium-sized city continues to climb, the number of urban housing tenantshas risen steadily, and domestic urban housing security system is now facedwith much more challenges than ever before. This not only interferes with ourcountry’s strategic principle of expanding domestic demand, but is alsodetrimental to the harmony and steadiness of our society. At present, we havealready established urban housing security system composed of economicaffordable housing system, low-rent housing system and housingaccumulation fund system. However, its coverage scope is very limited, cannotcover most people at the bottom and middle. Moreover, because of the leakexisted in indemnificatory housing policy, the problem of illegal operationhappens frequently all along. The housing problem in cities is still very severe.This paper starts with the challenges that are faced by urban housingsecurity, reveals the reasons of urban housing problems, and elaborates thesignificance of housing security. Based on the above analysis, it analyses theproblems existed in the course of implementation of urban housing securitysystem. The problems existed in the course of implementation of economicaffordable housing system are: the definition of beneficiaries is indeterminate,and the access mechanism is defective; the construction standard and sellingprice deviates the original intention of economic and affordable, supervisionbalance mechanism of power is imperfect. The problems existed in the courseof implementation of low-rent housing system are: narrow policy coverage and low security level; lack of sustainable fund which results in lack of motivation tobuild low-rent house; defective complementary legal system and slacksupervision. The problems existed in the course of implementation of housingaccumulation fund system are: actual effect of the policy deviate the purposeof its establishment which breaches the principle of fairness; low usage rate ofhousing accumulation fund and severe capital precipitation.After the analysis of problems existed in the course of implementation ofour urban housing security system, this paper summarizes the experience ofAmerica, England and Singapore’s housing security system, in the hope ofthese developed countries’ advance ideas and specific operation methods willprovide us with inspiration. In my view, the reason why many problemsgenerate in the course of implementation of urban housing security system isthat our housing security policy lacks sustainability. As is known to all,developmental social policy focus on the perceptiveness and sustainability ofsocial policy, emphasize taking positive measures to prevent the problems thatare liable to occur when formulate a policy. It can provide solutions to housingsecurity problems in our cities, so as to achieve sustainable development ofhousing security. Therefore, this paper rethinks our urban housing securitysystem profoundly under developmental social policy view, consider that it hasdefects as follows: Firstly, the housing security policy is devoid of sustainability,and has not caught on long-term strategic planning. Secondly, the supervisionbalance mechanism of power is imperfect. Thirdly, the cooperation betweencentral and local government is disordered, social forces participateinsufficiently in housing security system.Based on core concepts and guidance measures of developmental socialpolicy, through drawing lesions from the experiences of developed countries’housing security system, this paper puts forward some countermeasures and suggestions to perfect our urban housing security system. In my opinion, thereform to our urban housing security should follow the route as follows: Firstly,take precautions against illegal operations of indemnificatory housing;Secondly, make severe indemnificatory housing access mechanism and exitmechanism; Thirdly, fully exert the role of social forces to promote thesustainable development of housing security works; Fourthly, make housingsecurity law-based and institutionalized.
