The Construction Problems And Countermeasures Research Of The New Countryside Legal

Since2005, our government has been promoting the building of new countryside, spending a lot of financial and material resources and manpower, engaging in the great cause of the new rural construction. The new rural construction is a huge system, and the new rural legal system is one of the subsystems. The new rural legal system is the main content of building the new socialist countryside and harmonious society. Since the lag of Rural development has been a barrier of rural legalization in the implementation, and it is not conducive to the current implementation of urban-rural integration strategy, the legal system should provide guarantee for new rural construction, and promote the development of new rural construction.In this paper, the writer bases on the importance of the new rural legal system, analyzing the research background of new rural legal system and its practical needs, considering that to strengthen new rural legal system is necessarily to the social development and the basic way to realize the national stability and people’s rich. Along with the18th National Congress of Communist Party of China held, it will be a chance for rural development, as the government will vigorously promote the building of urban and rural integration to build the harmonious society, laying the foundation for the new rural legal system. However, the current new rural construction mostly focus on economic construction, including a lot of land to build infrastructure, housing, etc. As a result, the new rural legal system which is the foundation of rural stability has been struggling.This paper from several aspects to think and explore the new rural construction of rule of law.The first section is introduction. Combined with the actual, leads to the problem, the rule of law in rural areas at home and abroad are described, to understand the current status of research on new countryside construction. The main idea of this article and research methods.The second part, the importance of the construction of rule of law in new countryside. This part mainly aimed at the national economic and social development, the importance of new rural construction of the rule of law to the current Chinese rural social development, provides the theory premise and laid the theoretical foundation for the in-depth study of this thesis.The third part, the existing main problems and causes of the new rural construction of rule of law. The main existing problems of new rural construction of rule of law in rural areas are:imperfect legal system, the weak legal awareness of farmers, rural law does not regulate, rural law enforcement mechanism is not sound and the other problems. The reasons for these problems are very complex, there is insufficient attention to the legal construction in rural areas, the rural economy development lag influence development of rule of law, feudal residual effects, the market economy development to bring the rule of law in rural areas, education and culture development imbalance development and other reasons behind the influence of the rule of law.The fourth part, the measures for further strengthening the rule of law in rural areas. This part is the center problem to solve. All around the question of the new rural construction of rule of law, through the in-depth analysis and research,put forward some promoting new rural construction of the rule of law development countermeasures and measures, implementation of the value of the article in order to find the way, can be implemented to solve the problem.
