The eighteenth National People's Congress of the Communist Party of China raise a claim,we should accelerate the formation of Party leadership,government responsibility,social coordination,public participation,legal protection of social management system.This indicates that the rural social development should be under the leadership of the rural grassroots party organizations,grass-roots government,rural social organizations,rural social members to work together to promote the development of rural society.Based on the basic theory of rural grassroots party organizations and social management,this paper expounds the status and function of each party in the rural grass-roots party organizations and rural social management system.this paper summarizes the great function in the rural grass-roots party organizations and the social management system.First,they begin to change innovative management measures,ensure the progress economic and social progress,and improve the living standards of farmers.Second,the management idea start to change,and operation of scientific and public service oriented gradually.Third,rural social organizations size is gradually expanding,the rural economy is developing gradually,and the rural culture is spreading fast.Fourth,the villagers participate in the development of rural economy,join in the construction of rural facilities,change the concept of rural culture.However,they also have some problem.First,there are some members of the grass-roots party organization is lagging,team construction is not perfect,the problem of the weak link.Second,there are the problems of "absence,offside",the single means of management,and lack of the concept of law.Third,the rural social organizations are imperfect,lack of material,strong administrative dependence,lack of credibility.Fourth,they have some problem that lack the political participation,scientific and cultural quality,and awareness of the legal.In view of the problems encountered in themanagement of the rural grass roots party organizations and the social management system,we start some innovative thinking.The first is to strengthen the ideological construction,organization construction,style construction and system construction of the basic level party organization.Second,Under the leadership of the grassroots party organizations,the government should strengthen its functions,build a service-oriented government,change the basic level government mode,pay attention to social services and social participation.Third,under the leadership of the grassroots party organizations,our country should strengthen the construction of regulations of rural social organizations,improve the rural social management level,improve the rural social organization funds,ensure the normal operation of activities,speed up the rural social organization to the administrative reform in the rural areas,enhance social credibility.Fourth,under the leadership of the grassroots party organizations,our country should improve the political participation ability of the rural social members,lead political identity of social members in rural areas,enhance the scientific and cultural qualities of the rural society,build a good cultural environment of rural society,strengthen rural social members legal education,improve the legal consciousness of social members in rural areas.
