A Study On The Management And Countermeasures Of Illegal Construction In Rural Area Of Zengcheng District Of Guangzhou

Illegal construction in rural areas is a common problem in China.The governance of illegal construction in rural areas is an important part of strengthening social governance at the grass-roots level and building beautiful villages in rural areas,so it is also an important topic of public management research.At the beginning of2014,the state council issued a letter to approve the cancellation of county-level Zengcheng district,and the establishment of Zengcheng district of Guangzhou city.The original administrative area of Zengcheng city was set up as the administrative area of Zengcheng district.In June 2015,Zengcheng district was formally established and formally incorporated into the administrative management of Guangzhou city.Administrative regional qualitative change make the city great changes have taken place,the region's economy and society will have great prospects for development,the basis of the corresponding supporting will also continue to improve,the degree of governance will be corresponding ascension,urban style also will usher in unprecedented change,with the development of economy,people's living standards and to promote,rural housing demand is more and more big,and then the relevant functional departments in order to more effectively to the overall planning of existing land,with the changing of social economic and political environment,and continue to promote the urbanization process,the government is more and more hope to strengthen the rural land use planning,However,the actual needs and qualities of rural villagers are not fully taken into account in the process of making policies,which makes it difficult to implement corresponding policies.In the rural areas have a multilateral building of construction projects,moreover no approval began to confinement,therefore produces a large amount of illegal construction in the rural areas,rural universal existence of illegal construction for the sustainable development of national economy brought huge negative impact,not only increase the cost of the planning and construction of the demolition,wasted resources related construction,but also brought some quality hidden trouble,thus affecting the harmoniousdevelopment of social economy.Therefore,governments at all levels attach great importance to the comprehensive management of illegal construction in rural areas,as well as the fight against and eradication of illegal construction in rural areas.This paper attempts to analyze the current situation of the governance of rural illegal construction in Zengcheng district,from the perspective of public management,on the basis of collecting and reading relevant literature and documents in a wide range,explore the problems encountered in the governance of rural illegal construction and the causes of the problems,and put forward the corresponding countermeasures.The full text is divided into five chapters,the first chapter is the introduction.This paper mainly introduces the research background,research significance,definition of relevant concepts,literature review,research methods and research ideas of this paper,sorts out the research trends related to this paper,and points out the main innovations of this paper.The second chapter is the status quo of illegal construction in rural areas of Zengcheng district and its governance results.Mainly from the Zengcheng district rural illegal construction governance status,governance of the legal basis,governance of the basic principles and governance results are described,the Zengcheng district rural illegal construction governance has a general understanding.The third chapter is the analysis of the problems existing in the illegal construction management of rural areas in Zengcheng district.Taking the rural illegal construction in Zengcheng district as the field investigation,this paper analyzes the current situation and prominent problems in the process of the illegal construction in Zengcheng district.Taking the illegal rural construction in Zengcheng district as the field research,this paper analyzes the current situation of the illegal rural construction in Zengcheng district and the four prominent problems in the process of governance,namely: the relevant regulations on building houses are not recognized,illegal construction is difficult to investigate and deal with,illegal construction is repeatedly prohibited,and the professional identity of law enforcement personnel is low.The fourth chapter is to increase the urban areas of rural illegal construction governance problems.This part mainly analyzes the reasons for the problems existing in the illegal construction of urban areas,and points out that thelegal system needs to be improved,the examination and approval procedures for housing and health care are complicated,the joint efforts of multiple departments are insufficient,the masses "seek advantages and avoid disadvantages",and the construction of law enforcement teams needs to be improved.The fifth chapter is to further improve the urban areas of rural illegal construction management countermeasures.This part according to the in-depth analysis of the problems and causes,from further improve the governance of illegal construction laws and regulations,simplify the rural housing examination and approval procedures,strengthen the linkage of multiple departments,strengthen the masses to guide the strength,strengthen the construction of law enforcement team and other aspects of countermeasures.
