In the years of practice, the leading cadre selection is continue to reform andimprovement, it has made a substantive progress in many aspects.When the openselection of cadres is becoming an increasingly important issue to all the levels ofgovernment,the validity and fairness of the selection are becoming more important.Currently in China, there are some problems with the selection of cadre,such as thehorizons is not enough open, the selection costs large, the quality of selection is difficultto achieve the selection requirements and other issues. Faced with these problems,weshould accelerate the pace of reform with the personnel system, to fully exploit theadvantages of community professionals, and mobilize the enthusiasm of the wholesocial workers, to form a multi-force integration of social, active participation of allmembers of society, government departments enhance the service and regulation, whichwill help to promote the innovation of government management concept andmanagement style,and it also plays an extremely important role on the transformation ofgovernment functions.Based on this,we take the participation of the third-party as the perspective, on thebasis of analysis and review the literature,we discuss the new model,which is based onthe theory of social division of labor, human resources outsourcing theory and theintroduction of third-party participation, the essence of which is to some of thegovernment personnel selection function through principal-agent or transfer form to thesociety, make the social professional power to complete, in this way,we can improve thereliability and validity with the selection and appointment of government.Here, thethird-party, including the ordinary people, experts from universities, headhuntingcompanies, research institutions, Personnel Testing Center. By analyzing the social forces involved in the problems in the process of cadres, finding out the reason behindit, there are three aspects,that is policy environment, social forces, and Party andgovernment organs,finally,to put forward some targeted suggestions.Future researchcan try one or two specific problem,to start empirical study.At the some time, refinedthe evaluation index,and establish a rating scale to measure the effect of third-partyparticipation in cadre selection., to more accurately assess the performance of thevarious participants in the selection of the cadre.
