The administrative region of the Gansu province was incorporated into the territory of Mongolia before and after the Xixia’s destruction, and once played an important role in the early Mongol-Yuan Dynasty. From the earliest after the king out of the town to the establishment of the province, Hexi and Ningxia underwent multiple change of the administrative agencies.Especially in the early Mongol-Yuan Dynasty, political and economic system was not mature enough, the division of administrative divisions and the setup of institutions improved gradually almost in the long-term grope. In this process, it was hard to avoid repeatedly setting up or abandoning the administrative agencies and the adjustment of the jurisdiction, this alternation and adjustment was not a kind of capricious conduct of "Wang Mang reform type", but a kind of positive change according to the local specific political, economic and military factors. At the same time,Gansu province as Xixia hunts consisted the multiple geographical element such as the Hexi corridor, the Ningxia plain, Hetao plain, Alashan plateau, which had broken the traditional principle of demarcation of China’s senior administrative areas.Complex geographical environment and humane environment had changed the traditional "by mountain according to river" offensive and defensive system, provided the high-level political system with a kind of new model strategic defense. This paper makes a complementary research on the basis of previous studies about every administration organization system and its relative background of Gansu province during Mongol-Yuan Dynasty especially when the provincial system was established.Furthermore, this paper makes a tentative study about strategic position and variation of Gansu province in terms of military geography and political geography combined with local natural geographical environment and the military action of Yuan dynasty in the northwest from which this paper makes an effort to make up the deficiency in the study of predecessors on this issue.
