Currently, land ownership right in China still uses public ownership system, owned by the state and collective economic organizations of farmers, as required by law program, it allows individuals or units enjoy land use rights. On rural land contract management rights by collective economic organizations of farmers as land Employer manner according to the contract awarded to a contractor contracts, or in accordance with the bidding, auction and public consultation, the land awarded to the contractor contracting.And on the initial acquisition of land use rights in Laos system, if we are Looking from Laos Constitution and the provisions, land ownership is owned by the state, by the state in a nationwide centralized management and empower individuals, families and organizations; economic organizations, armed forces State organs, social and political organizations effectively. But in fact, Laos uses both public and private ownership system, giving individuals or organizations land use rights allocated by the state government. Government can give directly a permanent land use rights to individuals or organizations, and also can give only the rights to use land to individuals or organizations too.In this essay, in addition to the introduction and conclusion, it will be conducting for four following parts to research as below.The first part is defined between China and Laos analysis on land use rights, from China and Laos definition of land use rights, China and Laos comparison with the object of land use rights. China and Laos in defining analytic-al content on the land use rights, author will begin from China’s land use rights, the concept defined in Laos land use rights and comparison between China and Laos land use rights concept. On China and Laos of the object of land use rights, author will compare involved in the scope of China and Laos’s land use rights and to identify the same and differences object scope.The second part is talking about China system of initial acquisition of land use rights and learn. According to different subject of land ownership, the author will elaborate a study with two categories of state and collective land use rights. In obtaining different types of land use rights provisions of China, I will explain the initial acquisition of contract and management rights in rural areas, homestead land use rights and construction land use rights and presented for reference.The third part is the initial acquisition of land use rights in Laos system and learn. To obtain land use rights and the provisions of the absolute and relative reference to statements made.The fourth part is China and Laos initial acquisition of land use rights system comparative analysis. From different types of land use rights of China to land use rights of the Lao system given by the state to the conclusions and analysis. In this section, the author will focus on three points for the comparative analysis of the content, particularly the subject establishment, the role of government on land use rights and deadlines. At the final, epilogue, the author will talk about his own feelings and some views. By comparison study concluded comparative analysis and reference.
