Land use right as a property right is closely related to the vital interests of farmers, having great significance for farmers. Because of this, we need to seriously study the system of land use right. In the system of land use right, the initial acquisition of land use right system as a prerequisite system is an extremely important position in the land use right system in other words. In the words, the fundamental to study land use right is issue of the initial acquisition of land use right. But today’s academics seem to do not care about the initial acquisition of land use right, yet focusing land use fight transfer issues particularly.
