In recent years, with the worsening of traditional energy and the deterioration ofglobal environment, development and utilization of new energy sources increasinglyhighlights its importance. As a clean, economical energy which can give stable supply,nuclear energy occupies a very important position in all the feasible plans of solving theenergy crisis of human beings. However, the huge losses and injuries caused by the nuclearfacilities’ accidents make us skeptical. The rest of the smoke caused by Chernobyl nuclearpower plant in1986hadn’t dispersed,2011Fukushima nuclear accident rang the alarmonce again. Therefore, the safety of nuclear energy is crucial in the development of theenergy and it should have a certain significance to build a perfect legal regulation system.This paper choose civilian nuclear facilities as the breakthrough point, by describing thelegislation status of our country and making legislative analysis of other countries andregions, aim at the deficiencies of our legal regulation in order to build a relatively perfectlegal regulation system of civilian nuclear facilities and provide some suggestions.This paper divided into four parts. The first part defines the range of discussioncontents and makes a compare of civilian nuclear facilities and military nuclear equipment.The second part mainly focuses on the legislative status of China’s civilian nuclearfacilities and the problems. Also I would view our current legislation system from a broadperspective. The third part views the system from a microscopic perspective. In this part,I’d like to divide the environmental protection process into three stages and discuss theproblems in various stages. The last part mainly talks about how to improve the framework,the specific requirement of each stage and expound other related systems.
