This research aimed to 1)explore perception, attitude, opinion, belief, acceptable level, and expectation of road users and society towards risk factors and risk behavior of the road users in Chiang Mai in connection with road accidents in order to establish the body of knowledge on road safety behavior and 2)improve driving behavior as well as design road safety assessment and propose potential approaches to support the operations of all relevant units in order to decrease number of road accidents.Survey method was selected to gather data from the total of 1,111 samples. The samples were selected in accordance with purposive and convenience sampling methods;then, divided into two groups:a group of 556 motorbike users and a group of 555 car users. This quantitative study was conducted upon the basis of the concept described in the Theory of Planned Behavior(TPB)and questionnaires were used as the research tool to collect data.In this study, the questionnaire consisted of six parts:Part 1-general information of individual,Part 2-information on attitudes and opinions towards problems of road accidents, and Part 3 to Part 6-information on psychological factors related to risk behavior.Data obtained were analyzed by three main approaches as follows:Approach 1-frequency and percentage analyses,Approach 2-correlation analysis on factors related to risk behavior and bivariate analysis, and Approach 3-analysis on relative factors of risk behavior in according to the Theory of Planned Behavior and the Structural Equation Modeling Theory by using IMB SPSS Amos V24 programs. The findings revealed that regarding the analysis on relative factors of risk behavior, the Structural Equation Modeling Theory could well describe all relations involved in risk behavior.Based upon the analysis on values of modeling congruence, the results suggested that the values of congruence passed all determined criteria as proposed by Hair(2010).The characteristics of the dangerous driving behaviors of the small car user group and the motorcycle user group are summarized as follows:drunk driving behavior, driving without helmets, and direct use of mobile phone behavior during driving are directly affected by the behavior control ability, speeding,There is no direct impact on the driving behavior of the seat belts, the driving behavior of violating the traffic lights, and the behavioral intentions of the drivers due to the retrograde driving behavior. This paper provides three methods for improving countermeasures:education, engineering, and law enforcement.,the aforementioned findings could enhance the better understanding on risk behaviors of the drivers and were helpful for setting up plans to control and prevent possible actions related to risk behavior as the main cause of road accidents.
