Research On The Orderly Political Participation Of Community Residents From The Perspective Of The Grass Root Democracy

Political participation has long been a hotspot issue of the socialist democraticpolitics construction. The citizens’ participation in politics is one of the primary normsof national democratization intensity. And grassroots democracy should be a priorityfor the democratic construction. With the acceleration of urbanization in our country,urban governance has been a difficulty for the urban construction, and the means, theconcepts of urban management have to make some adjustments. As a result, thedevelopment of community autonomous was a hot trend in the community building inthe view of grassroots democracy. Economic life satisfaction makes citizens seek forhigher level of interests. And people’s sense of democratic is advancing. People arestarting to focus on their own political benefits and protecting their own rights. Thegradual development of grassroots democracy construction prompting the widercommunity residents become the main force in the community development. Therefore,community residents are bound to orderly participate the community governance. Theexpressions and demands of the interests of the people prompt governments build andimprove a scientific and timely benefit conforming mechanism. The expressions ofinterests has to be coordinated as interest integration, then the society can keep goingsmoothly, and the urban governance can be more legitimate.The relationship between the grassroots democracy construction and the orderlypolitical participation of community residents has been introduced firstly in this paper.Expanding the orderly political participation of community residents is the aim,emphasis and difficulty of the development of the grassroots democracy. And thedevelopment of grassroots democracy provides a wonderful platform for the orderlypolitical participation of community residents. Then, the paper analyzed the problemsin the orderly political participation of community residents from three aspects: thestatus quo, the existing problems and causes of the political participation ofcommunity residents. Based on the investigation with questionnaires, telephoneinterviews and visits, we found that there are some problems in the politicalparticipation of community residents, such as the content is single, passivenessbehaviors, inactive attitude and unsatisfactory result. The reasons for these problems include the government’s ways of ruling, the community residents’ participationconsciousness and ability sense, the environment of community residents’ participation,the system of community governance, and so on. Finally, we proposed an elementarypath to prompt the political participation of community residents from aspects ofimproving the community institutions, changing the government’s ways of ruling,enhancing community residents’ participative capability, and displaying the uniqueadvantages of nongovernmental organization.
