Worldwide, the influence of fiscal expenditure, the sustainability of the every nation’ssocial welfare system is lacking, so the theory and practice is committed to building thedevelopment-oriented social welfare system, which is mutual tolerance and promote witheconomic policy. Under the background of economic system change, our country also hasthe expectation of establishing development-oriented social welfare system which isharmonious with economic construction.This paper will systematically review on the changes of the social welfare system inour country, basing on the experience of the international typical welfare system, rationallydesign development-oriented social welfare system framework. It aims to improve thetraditional welfare projects (the elderly welfare, child welfare a nd welfare of disabledpersons), at the same time, promoting the construction of facing all citizens’ welfareprograms (housing welfare, education welfare and community benefits), advancing withthe times to meet the needs of citizens to social welfare. Analysis of the new China’s socialwelfare system vicissitude and the value concept of development-oriented social welfaresystem, institutional framework, the feasibility analysis for the two content is given priorityto, which is the main content of this paper. Based on that, I will put forward theimplementation path of the development-oriented social welfare system.In the first part, since the founding, city as the main object, social welfare system inour country has experienced a change of "political orientation"-"economicorientation"-"social orientation". At the time of social welfare’s transition,"market-oriented" has brought the social problems such as polarization between the rich and the poor and disadvantaged groups been excluded, increasing in welfare spendingcontributed to the financial pressures. The goal of development-oriented social welfaresystem is to make the welfare system and the level of economic development promote eachother, from the macro level to ensure system’s own sustainability. On this basis, reasonablearranging specific welfare programs, to ensure the survival and development o f the socialvulnerable groups, promote the welfare projects for all citizens, and improve the nationalwelfare and living standards.In the second part, value concept of development-oriented social welfare system is notstick to the immediate interests, but it pays attention to long-term investment, realizingmutual tolerance and promoting economic policy and social policy and enhancing theself-development of different social groups. Development-oriented social welfare systemprovides allowances, infrastructure construction, services, education, training andemployment to traditional object, at the same time, strengthen social members’self-development ability, and promote the overall progress of man. This paper interpretsthe frame structure of development-oriented social welfare system from three points ofview, realizing moderate universal welfare, promoting political and economic progress,and accelerating the sustainable development. At the same time, the democratic politicsprovides financial support feasibility of technical feasibility, economic growth provides afeasibility of financial support, and social development provides cultural support feasibility,which is the important foundation of development-oriented social welfare system.Based on the above two points, the construction of development-oriented socialwelfare is a system engineering, to realize the development-oriented social welfare system,we must be based on people’s livelihood. Effectively playing the economic functions ofsocial welfare system, reducing the gap between the middle, east, west, truly achieving"government welfare" to "social welfare", strengthening the ability of self-development ofsocial member, which are feasible paths to development-oriented social welfare system.
