Research On The Welfare System Of Disabled Children In New China From The Perspective Of System Change

System is the game norm of a country or organization,and it is also the norm of rights and obligations between people,it is not inflexible.Each system needs to be adjusted with the changes of different periods and national conditions.As an important part of social welfare system,the welfare system of disabled children also needs to adapt to the social requirement and make new adjustments.Since the founding of the people's Republic of China,the welfare system of disabled children in China has developed gradually from slow to fast,in which the state plays a leading role.Most institutional changes are enforced by the government from top to bottom.Although this trend has gradually begun to weaken in recent years.In the process of these decades,although the welfare system of disabled children in China has made great breakthroughs,the relevant laws and regulations have been gradually established and improved,especially in the relief and protection of disabled children.However,there are still many problems in the welfare system of disabled children in our country,and the overall welfare level is still on the low side.This paper summarizes the development of the welfare system of disabled children in New China,and analyzes the dynamic resistance of the welfare system of disabled children,which has not been institutionalized for many years.Based on the theory of institutional change,this paper applies the relevant theories of institutional change to the process of welfare system change of disabled children in China and its influencing factors,from the two angles of institutional provider and institutional demanders respectively.This paper analyzes the dynamic factors and resistance factors in the process of the change of the welfare system of disabled children in New China,and puts forward the corresponding countermeasures.In particular,under the background of "equity of rights",this paper puts forward the relevant policy recommendations on the construction of welfare system for disabled children,which is suitable for the national conditions of our country,from the perspective of system supply and system demand.It breaks through the thinking mode of"problem-countermeasure" in the past.The innovation of this paper is mainly reflected in the research angle.At present,most studies on the welfare system of children with disabilities since the beginning of the people's Republic of China have received a lot of literature,but they have not explored the institutional causes of these policy changes in depth.There are not many documents on the welfare system of disabled children in New China from the perspective of institutional change.This paper uses the theory of institutional change to analyze the profound reasons for the change of welfare policies for disabled children,which is feasible in theory.
