Study On Public Participation In The Construction Of Ecological Civilization City

Public participation involves multiple fields,such as the field of public health,public utilities management,and other areas of governance,public participation in each field has its own characteristics and problems.In this paper,we discuss the problems of public participation in the construction of ecological civilization city,and give some examples to illustrate the ways and problems of participation.Public participation is general,but public participation in the construction of ecological civilization city has its particularity different from other areas of public participation.The main features are as follows: in this field,the main features include the sustainability of the public participation,the diversification of the participants,and the lack of a unified template in the field.In the aspect of public participation,it involves a number of participating groups,including public individuals,enterprises and social organizations;in content,the construction of ecological civilization city in different stage has different content,including the preparation stage,the implementation phase and maintenance phase,different stages have differentcontent of public participation,on the way of participation,the ways of public participation in the construction of ecological civilization city are more diversified,and the scope of participation is wider.However,the public participation in this field is also faced with some constraints,such as the problem of the quality and extent in the public participation,and the lack of confidence and enforceability of relevant systems.The main reasons for these problems are: the public have low maturity in the field of public participation,the ruling personnel have insufficient awareness of public participation,the corresponding legal system is not specific and other reasons.Therefore,public participation should further improve the maturity in the field of ecological civilization city,Change the concept of government governance,improve the openness of government information;further improve the legal system of public participation.
