Research On Problems And Countermeasures Of Emergency Volunteer Service In Inner Mongolia

In the early 19 th century,volunteer service originated from the religious charity service in Western countries.Until now,volunteer service has existed and developed for more than 100 years.The concept of volunteer service was introduced to China in the 1980 s.For the first time in 1993,the term “youth volunteers” appeared in official texts.Since then,the "China Youth Volunteers Association" and local volunteer associations have been established one after another to promote the development of volunteer activities across the country.General Secretary Xi Jinping proposed in the report of the 19 th CPC National Congress that promoting integrity construction and voluntary service institutionalization,and strengthening social responsibility awareness,rule awareness,and dedication awareness reflected the great importance the party Central Committee attaches to volunteer service.Among all kinds of volunteer services,emergency volunteer service has become an important auxiliary force in emergencies emergency rescue.In 2010,the Yushu earthquake in Qinghai Province,the Zhouqu flood disaster in Gansu Province,the Yunnan Liangshan earthquake in 2012,the Yaan earthquake in 2013,and 2017 In the Jiuzhaigou earthquake in Sichuan,it played an irreplaceable role.However,the emergency volunteer service team still has problems such as temporaryity,spontaneity,and lack of management ability during the development process.This article studies the development of voluntary service at home and abroad,and combines the relevant theories of public management to take the actual situation of emergency volunteer service in Inner Mongolia as the research object.It summarizes the development background,meaning,organization type,service advantages and main objects of emergency volunteer service in Inner Mongolia.The content introduced in detail the basic situation of Inner Mongolia Emergency Volunteer Service.On this basis,it focuses on the analysis of issues such as low level of organization,lack of professionalism,outdated incentive mechanisms,and lack of legal guarantees in the development of emergency volunteer services in Inner Mongolia and discusses the reasons for this,and draws on foreign and Chinese Hong Kong emergency response volunteer services.On the basis of this,it put forward corresponding countermeasures and suggestions from the aspects of emergency volunteer service system construction,volunteer service skills training,voluntary service mechanism construction,scientific management of volunteer service,fund raising and investment mechanism,and legislative guarantee.It is hoped that the study of emergency volunteer services in Inner Mongolia will further promote the vigorous development of emergency volunteer services in Inner Mongolia,and it will also provide reference for emergency volunteer services in other similar regions.
