Strengthen the comprehensive management of the county social management innovation, has become urgent needs to maintain social stability and safeguard the stable and rapid socio-economic development of the county.This paper is based on the county, as Hexian a entry point, combined with the subject "comprehensive management of social management innovation". Through the research on practice of the comprehensive management of social management of Hexian, summarizes the successful experience and problems, put forward innovative proposals, in order to provide helpful reference for Hexian and other county. The main contents of this paper include the following four parts:The first part, analysis the relevant theories of the comprehensive management of county social management in order to lay the theoretical foundation and provide the theory support. The "comprehensive management of social management" is one of our unique political and legal terms.At present, the definition of "comprehensive management of social management" is still inconclusive. Based on the previous research, I defined the comprehensive management of social management as a social management system engineering that is under the leading of Party and government at all levels, the whole society coordinated to maintain social stability, combined use of all legal means, reasonable and effective means which is under the command of lawful, in order to prevent security violations and criminal crime. As a systems engineering, it must has some basic elements. I analysis the systems engineering from three aspects including the subject, object and means, in order to reflect the general characteristics of the system, so as to help us a better understanding of the nature of the comprehensive administration of social management properties.The second part, analyzes the problems of comprehensive management of social management of county from a macro. Generally, the problems of the comprehensive management of county social management include:comprehensive management level and economic development level is not coordinated; basic comprehensive management power is weak; the comprehensive management departments overall cooperation is not in place; the main part of the comprehensive management lack of participation, etc.The third part, the Party committee and government of Hexian attaches great importance to the comprehensive management of social management in recent years and to grasp the comprehensive management of social management as an important carrier of strengthening and improving mass work under new situation, in order to maintain the global stability of county society. Through attaching great importance to comprehensive management of social management, strengthen organization and leadership, innovation to resolve conflicts, innovate the mode of social management, expand the coverage of comprehensive management, etc. The Party committee and government of Hexian effectively raising the level of comprehensive management of social management, and earnestly safeguard the stability situation of Hexian. But there are still many problems to be solved, such as social management system is not perfect, some grass-roots organizations are weak and lax, the mediation organization at the grass-roots strength is weak, the mechanism of conflict resolution is not sound, etc.The fourth part, based on summarizing the current problems of comprehensive management of social management of Hexian, suggest that through innovating concept、system、mechanism and publicity and training of the comprehensive management, improving the supporting measures to strengthen the comprehensive management of social management innovation of Hexian, in order to be useful to the comprehensive management of social management innovation of Hexian and other counties.
