Holistic governance is a new governance model which formed on the basis of criticism and inheritance of bureaucracy and new public management model. The main path of governance is to enhance the overall response to citizen's needs, strengthen the governance level and function integration, and realize the use of information technology governance efficiency and strengthen the organization and coordination.This paper takes the management mode of "Integrated Management" in Yanjiang Sub-district of Pukou District, Nanjing as example, based on the theory of holistic governance, to explore the path of innovation of sub-district comprehensive management in China.The introduction part introduces the background and significance of the topic, the current situation and trend of the research on the holistic governance theory at home and abroad, and expounds the possible ideas of the research ideas and methods. The first part introduces the theory of holistic governance, expounds the historical evolution of comprehensive management, analyzes the correspondence between the theory and the comprehensive management in China. The second part introduces the current situation of sub district offices, introduces the work situation of sub district comprehensive management and the main problems at the present stage. In the third part, analyzes the mode of "Integrated Management", and introduces the mode running system, the bright spot and effect in operation, and the shortcomings of the mode. In the fourth part, on the basis of summing up above, with the core connotation of the whole governance theory, it is suggested the ways that the comprehensive management of sub-district social security in our country could follow.
