Research On The Optimization Of The Comprehensive Governance Performance Evaluation System Of Social Management In Fogang County

Comprehensive treatment of social management is a management system established by China in order to adapt to the complicated and changing social security situation.It plays an extremely important role in maintaining the social harmony and stability of our country.However,how to evaluate the performance level of comprehensive treatment has rarely been studied by scholars.There is also less relevant literature information.This paper takes the performance evaluation practice of social management in Fogang County of Qingyuan as the research object,expounds the basic theories and related concepts of comprehensive treatment and performance evaluation of social management.This paper analyzes the existing problems of the comprehensive performance evaluation in Fogang County and causes,optimizes and improves the performance evaluation index system of Fogang County,and reconstructs a set of performance evaluation standards for reference.Finally,the paper also puts forward some suggestions for improving the performance evaluation.This article mainly consists of introduction,body and conclusion,and the body can be divided into four parts.The first part of the text is the definition of related concepts and theoretical basis.First,it defines the basic concepts of comprehensive treatment of social management,performance evaluation and other aspects.It elaborates the theoretical concepts of government performance evaluation theory,governance and good governance theory,people-oriented concept,stakeholder theory,etc,which are closely related to comprehensive performance evaluation,and finally discusses the development characteristics of carrying out comprehensive performance evaluation.The second part of the text describes the status quo and problems of comprehensive performance evaluation in Fogang County,and optimization analysis of its index system.This part describes in detail the program formulation,implementation process,and assessment methods of Fogang County’s comprehensive treatment performance evaluation of social management,and discusses the positive and negative effects of the comprehensive performance evaluation of Fogang County.Taking the scores of comprehensive treatment performance assessment data from 2013 to 2017 in 6 towns of Fogang County as examples,using IBM SPSS Statistics 22.0 statistical software for analysis,it is found that Fogang County’s comprehensive performance evaluation index system still has large room for improvement in discriminating ability.The factor analysis using the principal component method found that the validity of the evaluation index system complied with the standard,but the reliability was relatively low.According to the results of research and analysis,the author optimized and improved the performance evaluation index system of Fogang County comprehensive treatment,and rebuilt a set of performance evaluation standards for reference.The third part of the text analyzes the reasons that affect the overall performance evaluation.Through analysis,it has been found that the reasons for affecting the overall performance evaluation are various.Some government departments do not fully understand the implementation of comprehensive treatment work,and the results of comprehensive treatment performance evaluation are not timely,and there is also a wide range of comprehensive treatment work,which makes the evaluation difficult.Input and output of comprehensive treatment are difficult to accurately quantify and so on.The fourth part of the text proposes improvement suggestions for comprehensive performance evaluation.It is necessary to fully understand the connotation value of comprehensive treatment performance evaluation,adhere to the people-oriented,legal administration,and equal and fair values,build a scientific and rational comprehensive performance evaluation index system,define the content of performance evaluation,and establish a diversified comprehensive treatment performance evaluation subject,strengthen the communication and communication in the process of comprehensive treatment performance evaluation,and improve the system construction of comprehensive treatment performance evaluation.
