As early as the Fourth Plenary Session of the Sixteen Central Committee held in2004, the concept of "strengthening social construction and management, to promote the innovation system of social management" was put forward by the top bureaucracy of our country, thus social management was put on the highest agenda of China’s politics. At the moment of the fifth Session of the eleventh National People’s Congress holding in2012,"social management" became the hot topic in our nation again."Strengthening and innovating social management" has become a new subject that China’s governments at all levels must face. China’s governments at all levels have made significant achievements in social management since it began opening up30years ago. It has forther improved the system of government function, made clear social management is the important function of current government, remade the relation between government and society, and strengthened the independence of society. Government’s expenses for social undertakings were increasing, and government has implemented policy of relevant social management with social problems solved effectively. But at present our government still has many problems in the social management. The concept of "paying attention to economic growth while ignoring social development" still exists inertialy; government’s administrative affairs do not conform to financial affairs with the phenomenon of "offside","Dislocation","Omission" serious; the means of government social management is single; the ability to handle the crisis is quite bad, lack of scientific rationality; policy problems is prominent without accompanying relevant social policies; social organization is developed incompletely with limited strength; the public devotion government made to social undertakings is still low and the structure is unreasonable, ect. These problems have greatly restricted the formation of social management ability of government at all levels in China and its full play, affecting the stable operation of society.As the lowest level of government, county government, serving as a transition, is one of the most key parts of state power. Research on the social management construction ability of the county government is of great practical significance, which will help to optimize the functions of government, be helpful to solve the social contradictions, to maintain social stability, to realize a harmonious and stable economic society and its orderly development. Based on the study of the social management literature, the subjects of these researches are mostly local government, not directly involving the research results of the social management of county government. It to a certain extent reflects the backwardness of our study in this aspect in China, and the content analysis of the social management ability is of deeper shortage. On the basis of large and rich previous researches, this paper chooses the county government as the subject directly, analyzing related problems of social management ability construction. It fills the gaps in the study of this aspect from a specific angle, and has good theoretical guidance to social management practice of China’s government at the county level. This paper is composed of five parts. The first part demonstrates the background and significance of this study, makes a comprehensive review on important research results the experts and scholars at home and abroad made in this field, introduces the research idea and research methodology of this paper, and briefly introduces the possible innovation points and the limitations of this study. The second part analyze the basic features of the government management system at the county level in China, mainly including the historical evolution of organizational system at the county level, the basic function, the internal structure and the main feature of the county government. This part can guide us to have a comprehensive understanding of county government, providing convenience to next research. The third part mainly introduces the county government’s social management, the definition and the basic contents of social management ability. From the perspective of the definition of social management, based on the previous research, this part summarizes the contents of county government’s social management combined with the characteristics of the county system; From the angle of government ability, it introduces the contents of the county government’s social management ability combined with the features of the county government. Then the fourth part mainly discusses the incompetence of the county government’s social management and its reason analysis. Its incompetence is shown as the following four aspects:single means of social management, inadequate public input, the slow process of pluralized social management body, poor ability of handling crisis. Then analyzes the main factors from four aspects, this part lays the basis for putting forward the solutions next step. The fifth part is the key points of this paper, mainly making corresponding answer to the questions raised in the third and fourth chapters. Firstly, propose the basic principles the county government should follow in the construction of social management ability from the following aspects: principle of "People Oriented", principle of minimum social cost, principle of rule of law, principle of priority of fairness and priority of right. Then combined with the actual situation of the current county government’s social management, generally put forward the key and difficult points of the social management ability construction; Finally, according to the limitation of the current social management ability construction, proposes corresponding solutions from six aspects:to update the management concept, construct new concept of social management, reform and optimize the mechanism of social management, make scientific social policy, strengthen the financing channels and ability, standardize and develop social organization, cultivate pluralized social management body, adopt means of public management, improve social management mode, and optimize strong or weak performance indicators of social management ability...
