Visualization And Comparative Research On China And Foreign Countries’ E-government

With the development of technology and networks, e-government and networked offices have become an irreversible trend. And to build a service government that is citizen-oriented, function-scientific, structural optimal, clean and efficient is an inexorable requirement for the construction of governments around the world. Up till now, most countries have made world-acknowledged achievements in the construction of e-government though there still exist differences among different countries and regions. By examining the development history of our e-government and the successful experience of foreign countries in e-government, we found that there is still a long way for our government to truly achieve the service goals that is comprehensive, seamless, convenient and efficient, highly satisfied people’s need.Through the joint efforts done by scholars all over the world, the theoretical study of e-government has made gratifying achievements. As an efficient instrument for knowledge management, knowledge mapping provides a visual method for inter-disciplinary researches. Recent years, a number of domestic scholars have begun using the knowledge mapping software to make visual analysis on e-government. Yet, these studies are mainly focused on the exploration of the basic information at home and abroad, on the hottest research areas, on the forefront and developmental trend of this research, which aimed at revealing the dynamic discipline of its development to find a new method for the study of e-government.This paper, selected relevant articles about e-government published between the year1998and2012from the databases of Web of Science and CSSCI as its sources, aided by the software of Citespace Ⅱ, makes a visualized comparative analysis upon e-government at home and abroad from three aspects, that is, knowledge basis, the hottest research areas and the researching forefront. It aims at clarifying the differences of different countries in e-government and providing useful suggestions for a better development by borrowing foreign experience in the development of advanced e-government.This research is divided into seven chapters. It makes a visualized analysis upon relevant researches of e-government across the world and then compares the results.Chapter one is an introduction of this study. This paper initially elaborates the ideas and significance of this thesis and gives interrelated concepts on e-government. Then this study analyzes its development in a visualized way and writes literature review about the researches and developments of e-government. Finally, research methods, methodology and innovation are provided at the end of this chapter.Chapter two is the description of data sources and research instruments. This paper selected relevant articles about e-government appeared in CSSCI database from1998to2012as its sources of domestic sources and articles from Web of Science from1998to2012as its foreign sources while employing Citespace II as its research tool.Chapter three makes a visualized comparative analysis upon the basic knowledge of e-government at home and abroad. Furthermore, classic literature about the research of e-government, which forms the basis of the subject of e-government, is defined in this chapter. Also, contradistinction about e-government at home and abroad is made in this section.Chapter four focuses on the visualized comparative analysis upon the hottest research areas of e-government ar home and abroad. By importing selected data to the software Citespace II and applying the high frequence keywords as the hottest points of e-government, this paper elaborates the research points from three aspects, that is, e-government service research, research on management and implementation and research on technology. The contradistinction on the hottest research areas at home and abroad are also made in his chapter.Chapter five is the visualized comparative analysis upon the researching forefront at home and abroad. By analyzing the time distribution for mutated word frequencies, the researching forefront of e-government is defined. In this study, the domestic research forefront including rural e-government, public-centered e-government and mobile e-government. In the meanwhile, the foreign researching forefront mainly represented by research in e-government security, research in e-government of web2.0era and the era of huge data, applied research related to e-government services, etc. Then comparisons on this research at home and abroad are also made.Chapter six is suggestions for further researchers. This thesis proposes five suggestions for the development and study of domestic e-government, that is, centered on the public, aimed at performance, driven by technology, protected by information security and sound legal system, dominated by leaders’ responsibilities and the construction of institutes.Chapter seven presents limitations and implications for this study.
