The Study Of The Enhancement And Improvement Of Community Adm Inistration In Changde City

Community is the primary organization the government provides public service and implements social management for the people. As the platform of the public administration, community is directly responsible for the people’s needs for public service and its related products. However, due to the present existing problems such as the enlargement of the administration function, unhealthy system mechanism, inadequacy of the investment and shortage of professional working staff, community always focuses on the fulfillment of the task given by the upper-class department, which results in the weakening of the ability of autonomous management. Changde City is now in the transformation period of economic system reform, social structure flux and the acceleration of urbanization, which challenges greatly the traditional system, thus the innovation and enhancement of the administration has become the order of the day.Based on the basic theory of community administration, with the method of literature analysis, comparative study, questionnaire and case study, and taking Xincun Community in Changde City as an example, this thesis analyses the primary effect and the existing problems of community administration through a good exploration and examination of the present condition in some of the counties and the offices directly under municipal committee. The author also obtains a lot insight of the community model construction from the experience of more typical and better model nationwide. Targeting at the basic condition of Changde community administration, this thesis also give some suggestions on the innovation and enhancement of community administration in the hope of providing references on improving the comprehensive function of community, optimizing the public service and enhancing the validity of the primary organizations.
