Temporary employment is the important form, temporary employees existswidely in the world government departments and public administration departments.Specification for temporary staff management, is the important safeguard workerrights and interests, but also to reduce the employer is the important way of legal risk.From the international perspective, the temporary employment of such employmentexistence, relieve the employment pressure on the labor market, development andsocial stability to have positive effect, gained international organizations and foreigngovernment is widely recognized, protection and support. ILO conventions andrecommendations to protect the temporary employees wages, social welfare benefits,and in many countries of the aids project. From the domestic level, along with therapid development of economy and society, China’s government departments at alllevels of the workload grew exponentially, personnel demand also increasesceaselessly. In order to control the series number, save labor cost, governmentdepartments to use a large number of temporary staff engaged in temporary, auxiliarywork. Such a wide range of sources, employing a variety of forms, causes the laborrelations is becoming more diverse and complicated, due to a labor dispute triggeredmass incidents upward trend is more obvious."
