Research On The Problems And Countermeasures Of Rural Community Construction In Changde

With the rapid development of China's economy and society,great changes have taken place in economic structure,interest pattern,ideology and social structure.A series of new challenges and requirements have been put forward for social governance.It is urgent for us to further strengthen and innovate social governance and strive to build a social governance pattern of co-construction,co-governance and sharing.Since the Nineteenth National Congress of the CPC,the state has vigorously implemented the strategy of rural revitalization,and promoted the modernization of the state governance system and capacity.Rural community is the most basic unit in the overall structure of our country.Grasping the construction of rural community is an important way to innovate social governance,break the dual structure of urban and rural areas,solve the "three rural" problems and realize the integration of urban and rural development.Firstly,this paper elaborates the background and significance of the research,the current research situation,research methods and research ideas at home and abroad,and then explains the related concepts and theories of rural community construction.On this basis,this paper mainly introduces the current situation of rural community construction in Changde City,deeply analyses the main problems in rural community construction in Changde City and the causes of the problems,then expounds the practical experience of rural community construction at home and abroad,and finally puts forward some countermeasures and suggestions based on the actual situation of rural community construction in Changde City,with a view to helping the construction of rural community in Changde City.Although Changde has made some achievements in the construction of rural communities,there are still some problems,such as unbalanced development among rural communities,low level of autonomy of rural communities on average,low utilization rate of hardware facilities in villages,weak synergy among departments,lack of prominent function of Community Grid governance and low participation of the masses.The main reasons are unclear division of authority between government and rural community,lack of multiple participation in rural community construction,lack of rational planning,shortage of funds for rural community construction,low professional level of rural community work force,and lagging behind of people's ideas in rural community.Through the analysis of the practice of rural community construction at home and abroad,this paper finally puts forward somecountermeasures and suggestions to solve the problems of rural community in Changde City: first,to play an advanced exemplary role;second,to innovate the construction model;third,to promote the transformation of government functions;fourth,to improve the rural community service system;fifth,to establish multiple sources of funds;and sixth,to strengthen the construction of rural community workers.
