Judging from the whole China, both water quality and quantity have been severely damaged. And water pollution is also deteriorated from east to west, extending from the tributaries to the mainstream, spreading from urban to rural, infiltrating from surface to underground, spreading from the basin to the region, changing from the casual to the normal. In the social transforming period, increasingly severe water pollution will cause serious impact on the fate and future of China.The coordinated development of the rural economic, social, ecological environmental has great significance to the sustainable and healthy national economy development of China and building harmonious society and a new socialist countryside. The quality of the rural environment has a direct impact on rural development. The scarcity of water has become an important part of the rural environment, which is important to the rural production and living. So as an essential resource for the production and living, it must be protected effectively. However, with the rural economic development, urbanization and the rapid development of township enterprises, China's water pollution in rural areas becomes more serious.Our long-standing urban-rural dual structure has influenced the national policy for rural areas. For a long time, we pay more attention to urban water environment, emphasizing the management of urban water pollution. But ignore the prevention and control to the water pollution in the large proportion of the rural areas of China. At present, China's water pollution in rural areas has become more and more serious, and how to effectively control and prevent water pollution in rural areas has become a hot issue.By analyzing the status of water pollution and the factors of the current rapid deterioration of water environment in rural areas, water pollution in rural is different from urban water pollution, On this basis, We study the situation of rural water pollution control, From our existing laws, policies, environmental awareness and other aspects of water pollution in rural, we conduct a detailed and in-depth analysis. For the existence of many problems, we comparing to the rural water pollution prevention measures in the foreign country, drawing on the foreign legislation, technology and other aspects of advanced experiences, then based on our current laws, policies, we carried out a detailed and deep analysis of the existing problems, and innovatively put forward reasonable suggestions to improve the water environment pollution prevention and control legal system, and establish standards for water quality assessment in rural areas.
