The Chinese Communist Party attaches great importance to the evaluation of cadres. In recent years, the General Office of CCCPC and Organization Department of the CPC has issued many opinions, regulations or measures concerning cadres in parties and governments. Following basic principles and requirements made by the Party Central Committee and considering the reality and industry characteristics, higher schools have carried out active explorations and accumulated a lot of experiences in the practices of evaluation of cadres. However, the theoretical research is still weak and backward. At the same time, there are many questions and challenges about the scientific assessment of cadres. This paper try to get a deep research about the evaluation mechanism of middle management in Chinese faculties, starting from the basic departments in universities, in order to promote the cadre assessment scientific, complete the fundamental task of morality education and realize the scientific development.Firstly, the paper reviews the historical process of building the cadre evaluation mechanism, studying the establishment of the cadre assessment work in universities, the interruption in the Great Cultural Revolution, the rebuilt in the time of Chinese economic reform and the comprehensive exploration promoted by one "opinion" and three "measures" issued by the Party Central Committee. Then it analyzes the problems of the construction of the cadre evaluation mechanism in universities, with regard to the content, standard and methods. At last, concerning five aspects, it puts forward the principles and requirements of the construction of cadre evaluation mechanism in universities, which are the historical and practical basis of the evaluation mechanism of middle management in Chinese faculties.The paper focuses on the basic elements of the evaluation mechanism of middle management in faculties and the construction of the mechanism. It points out that the content, methods, the subject and the object are the most important elements of the mechanism, expounds the positions and functions of these elements, basic principles and requirements of setting these elements, and thus makes the specific content, evaluation methods, the subjects and objects clear.The application is vital to the research and the establishment of long term mechanism of the cadre assessment, so at last, connecting with the actual situation in faculties, the paper puts forward that the application of the mechanism and the exerting its function need to solve three problems. Firstly, we should standardize and rationalize the appraisal system. Secondly, we should abide by four principles, following the scientific development oriented, emphasizing the work performance, highlighting the process of democracy and thinking highly of the masses’opinions. Lastly, we should set up the system of information collecting, processing and the regulations of the feedback about the evaluation results.
