| After more than twenty years' development, the Economic Development Zone in China has made a great contribution in the area of hi-tech open economic. Along with our country enter the new age, the Economic Development Zone met new challenge and began its second developing stage. The administrative office of the Economic Development Zone must renew the management system , especially the performance evaluation system to promote the service efficiency and maintain its advantage.Firstly, this article roundly explains the theory of performance evaluation to establish the theory of foundation for this research. Secondly, by research questionnaires, symposium, expert consulting, paper analysis and etc. this article surveys the situation of middle officers' performance evaluation in Xuzhou Economic Development Zone(we use XEDZ herring after) and points out the existing problems in the operation of the evaluation, such as simple purpose of evaluation, unpractical index and etc., and analyzes the reasons of the questions. Thirdly, considering the real situation of XEDZ, aiming at the existing problem in the performance evaluation, applying AHP analysis method, KPI method and target managing method and etc., this article optimizes the design of the middle officer's performance evaluation system in XEDZ. The system is including the index design for middle officers' performance evaluation, the calculation of index, the drawing of index evaluation standard and the design of evaluation system. Finally, this article discusses the secure measurement for the performance evaluation system and brings forward ideals from aspects of thought, operation, organization culture and training.This article supplies the theory for human resource management specificationin XEDZ, this research has referent value for the reform of performance evaluation in administrative office for middle officers' performance evaluation in XEDZ. |
