A Study On Local Social Governance Mode In Peri-urbanization Area

At present, China is in a multi-stage of economic developments shifting, structure rearrangements accelerating, social contradictions clearing and reform assault solving. From the Third Plenary Session of the eighteen, the reform has been further and deepen, which lead to "social administration" in past has become "Social governance" in current in concept. Social governance focuses on multi-subjects, cooperation and harmony. Especially to the highly differentiated modern society with complex social affairs, governments have to face different Social problems burst directly which must increase risk of social administration, so the sound system of social governance should include government, market, and social organization etc. subjects. Only if these governance subjects cooperate with each other to play their roles respectively, a good institutional environment can be created for the market economy and social life.In recent years, with the rapid expansion of urban area and further new urbanization, more and more villages in suburban area have become urban area, where population from the central urban area diffusion and industry transfer happened. For changes in urban form and population structure of these peri-urbanization areas, local governments have been exploring how to accelerate social governance in a long period. Based on the acceleration of social mobility in current era, this study focused on the Pingshan New District, which is the typical peri-urbanization area in Shenzhen. Combining the experiences of other peri-urbanization area in China, this study tried to define the roles of subjects of social governance and boundary of their functions so as to make sense of the relationship among government, market, society and multi-subjects. Focusing on the principles of local management system reform, local social subjects return, social public participation in order and dynamic of social organization, this study explored how to establish a social governance mode with significant function, clear responsibility, efficient cooperation and normal process.
