Under the background of urban and rural dual social structure, our country’s social assistance is following the principle of territoriality management. The pearl river delta region government put migrant workers into the temporary assistance policy, the system and independent migrant workers social assistance policy hasn’t been formed. The current domestic academia on migrant workers social assistance policy research is given priority to qualitative analysis, focused on the cause analysis why didn’t the policy set up and put forward some corresponding countermeasures. Comparatively, lacking of using quantitative methods to analyze the actual demand of migrant workers, less researches put forward the construction of rural migrant workers in social assistance policy from the perspective of peasant workers’ actual demand.This article start from the questionnaire data analysis, found that migrant workers in the pearl river delta are enduring considerable pressure in the field of employment, housing, health care and children education, the rescue demands in these areas are higher; at the same time, migrant workers are lacking of understanding about migrant workers social assistance policy, and less attention to their own rights and interests of the relevant information. Through the collection and analysis of social assistance policy text, social assistance policy for peasant workers in the pearl river delta has some problems as follows: System and independent migrant workers hasn’t yet formed, they are put in the temporary assistance policies; other kinds of "social assistance policy" are informed by the way of notices or comments, but the law level is low, reduced the actual enforcement to a much greater extent. The pearl river delta local government and rural migrant workers are both lacking enthusiasm for building special migrant social assistance policy. The main causes for these problems as shown bellow: Under the system of current household registration and tax distribution, the pearl river delta local government implement social assistance for then on-household register personnel can’t get the financial support from the central government. Affected by “inertial thinking” of conventional social assistance, the government in pearl river delta region regard the migrant workers as a rescue “burden”, hasn’t realized that enhance the rural migrant workers’ human capital could strengthen the competitive power of the urban development. The pearl river delta region social organizations and local residents are unwilling to accept the foreign migrant workers. Finally, under the guidance of urban and rural dual structure theory, social integration theory and the theory of development-oriented social policy, this paper use the main factors that influencing the peasant workers’ demands as empirical references, combined with the western countries’ experience, try to provide a number of valuable suggestions for the pearl river delta region to build and perfect the social assistance policy for peasant workers: Establishing a migrant workers imported coordination mechanism between the input government and the output government; the design of the policy should be starting from the actual needs of migrant workers; mobilizing the importer social forces and innovating the ways of social assistance, like t using the public service outsourcing; determining the responsibility of execution subjects of the peasant workers’ social assistance system; adding the migrants personal ability ascension into relief target system. |
