Study On The Structural Innovation Of Social Governance Under New-type Urbanization

New-type urbanization is an important strategic direction in the process of social reform in china,it is constantly defining its own particularities and always shaping the characteristics of Chinese social modernization.Therefore,the new-type urbanization has constructed a great background for the development of society in transition.As a key measure in the process of social reform,the innovation of social governance has occurred quietly in this context.Since the strategy of new-type urbanization and innovation of social governance have a "historic coupling",not only making social reform tend to be colorful and magnificent,but also strongly arousing our deep pondering.The premise of this logic is "what to innovate" ? In terms of the academic research to response,it is mainly focused on two dimensions,either in the specific micro research and the description of the details for social governance innovation;Or pursuing the grand narrative and emphasizing the overall display of social governance innovation.In other words,this research in the middle view of attention is ignored,and then it is difficult to get through the research between the macro and micro.So,this article attempts to set up a medium view with the framework and analysis for structure,so that making up for shortcomings of research about innovation of social governance.Following this basic problem,the process of logical deduction naturally involves the topic of "how to innovate".In this regard,we surely can start with the regular academic approach from institution,mechanism,system and so on.However,this paper argues that since under new-type urbanization being characteristic and constructing some feature,so the structural innovation of social governance is not from the conjecture of related theories,but from the society and its structure.Of course,with the fact,we need to find out the opportunities and challenges brought by the new-type urbanization in the current society,and need to sort out the imprints and changes in the history of the past society.Based on these,we will follow the way of deconstruction—construction for studying on the structure of social governance.This paper first will partition the structure of social governance for four substructures.One is the structure of discourse.It contains rich and profound relationship inside,especially the process of forming the discourse is the essence of forming the relationship structure in the process of governance.Second one is the main body structure.It is shaping a kind of main body relationship of consultative cooperation and orderly interaction,including local party committees,local governments,social organizations and citizens.Third is the structure of power.To redefine the power in the structure of power,the concept of "power set" is put forward,a set of abilities and its relation with each other based on the power body.The four is the structure of legal system.It mainly includes two aspects: static structure and dynamic structure,the former involves the process of relationship arrangement for diversity rules,while the latter need to be observed from the operation of legal system.Certainly,these substructures that be decomposed are both independent and mutually unified organisms.The so-called independence means that every structure can exist in theory as an independent research field,and act in practice as an independent field and play a unique role.The so-called "unification" means that these structures constitute the entire pattern of the social governance structure through interacting and interrelating with each other,which guided by the discourse structure,carried by the main body structure,supported by the power structure,safeguarded by the legal structure.The result shows that innovation of social governance needs to stand in the middle dimension,which is useful to link up the macro design and micro repair with structural innovation,and ensure the depth and breadth for reform and innovation.But the innovation of social governance structure is a complex and systematic project.In other words,it is neither a simple improvement in a certain field nor a vague design overall.It is a reform being provided with the feature of across-the-aboard,multi-level and systematic through taking account of the whole and individual,macro and micro,all and part?...
