Urbanization is the inevitable outcome in the development of economy and society. In Beijing, it is necessary to accelerate the process of urbanization for modernization and globalization. The process of urbanization is to changing farmers into urban residents, which involves cardinal reform in economic management system and social management system. Every transformation is connected with human resources integration. The core is to promote the transform of HRM and development under traditional rural management system, to make the human resources' quality and ability improving quickly in order to coordinate the modern life style and concept.This is a study on human resources countermeasure of Dongsheng township in the background of "Dual structure" between city and rural area. Firstly, the report introduces the current state of Dongsheng township, including economic and social resources, the industrial development, the abuse of traditional system and fall short of HR management and development. Secondly, it gives a comprehensive study on the strategic thinking in Beijing municipal government and Haidian district government, an analysis on the significance of settlement to the problem of agriculture, rural area and farmers. Thirdly, it studies the main problems in Dongsheng township based on HRM theory, especially talent running off, the current situation in management of human resources and the departure from development goals in the future. The final conclusion is that, the most important thing is to deepen system reform, accelerate the construction of human resources' quality and ability. Firstly, building major HR department, play HRM as a whole. Secondly, making the management system based on job analysis and department perfectly. Thirdly, building the performance appraisal system based on work analysis. Forth, reform allocation system and set up modern reward management system. Fifth, construct learning society, particularly learning enterprises to train the new staff and management troops, establishing the promoting mechanism in HR development to reserve talent in advance for the new round of economic growth. This study have an important significance in promoting the process of urbanization in suburbs of Beijing, dealing with economy and society harmonizing development, and making farmers come into city with capability and industry.
