It is the development of network society that gives rise to the trend that netizenparticipate in social issues discussion through the Internet. As time goes by, thistendency gets fierce and finally turns into online political participation. Certain hottopic in reality or on the internet draws the attention of large number of netizen andsocial groups on the stage of internet, thus obtaining sustained concern in a specifiedtime.In conbination with the definition of mass distburbances,the second chapterexposits the connotation of mass distburbances on internet. It reveals the content andfeatures of mass distburbances and analyzes its impact both in positive and negativeaspects. The appearance of mass distburbances on internet is thought as a new channelof political participation and one of the weapons in social supervision. It is alsocreates a new way in network anti-corruption and acts as a pressure reducing valve insocial conflict.However, every coin has two sides.The misguidance of massdistburbances on internet may results in negative effect which cannot be ignored.Mass distburbances on internet in runaway state will likely lead to chaos and publicopinions may cause social emergency. In addition, there is a voice from some peoplethat internet mass hunting derived from internet is an infringement of citizens’ privacy.Network public opinions maybe obstruction of the course of justice.In the third chapter, the author use three factors, which are social factors,psychological factors and transformation factors, to analysis the cause of massdistburbances on internet. Through analyzing, the author found that socialtransformation problem was considered to be the social factor of frequent occurrenceof mass disturbances on internet; neitizen’s extreme psychology was considered to bethe psychological factor of formation of mass disturbances on internet; and networkmedium was considered to be the transformation factor of develop of massdistburbances on internet. On this base, the fourth chapter empirically analyzed thedeficiency of the government crisis management through the “Tang Fuzhen event ofChengdu, Sichuan province” and “Deng Zhenjia event of Chenzhou, Hunan province”which showed out the government’s problems, such as lack of interest communicationmechanism, defects in the laws and regulations, insufficient crisis management abilityand so on in dealing with mass disturbances on internet. On how to strengthen the government’s ability to deal with the mass distburbances on internet, based on thecauses and existing problems, in the firth chapter the author thought that there aresome ways, which are improving the interest coordination mechanism, strengtheningthe construction of laws and regulations, strengthening the network public opinionguidance, as well as improving the ability of crisis control, to maximally reduce thenegative impact of mass distburbances on internet and improve the government’sability in dealing with such kind of incidents.
