Research On Governance Of Internet Mass Incidents

At the present stage, China’s development of economy and politics has been entering an overall accelerative transformation period. Although modernization is speeding up the urbanization to promote the people’s living standards, it also increases unstable factors in our society. One of the most representative is with the rapid development of the Internet, China has entered a period of frequent internet mass incidents and the size and influence of the incidents is expanding continuously. With the internet mass incidents continuing to be the focus of public attention, the government also has been pushed to the cusp of public opinion. To some extent, it have a negative impact, and it reflects our country still has many problems in dealing with internet mass incidents. Through sorting out the typical network group events in recent years, the occurrence and development of the internet mass incidents has a certain regularity, it’s a process basically which like “medias report first—public opinion on internet form—traditional media and new media of the network follow up—making an official statement—public opinions and events gradually subsided”. So to find a way that not only suitable China’s national conditions, but also effectively in preventing and controlling the crisis can be achieved. This requires that the government and related departments to pay attention to this kind of event, to be good at both learning lessons from mistakes and reviewing useful experience, to understand correctly the role of new media and the public life’s change and influence brought under the premise of confirming the opportunities brought by internet.So in this paper it use Case-analyzing to analysis “Qing’an Event” which occurred on May 2nd, 2015. Based on social conflict theory, the thesis analysis comprehensively the impacts on harmonious social development brought by the event in Qing’an. Then Pointing out problems such as government ’lack of capacity, poor communication and the insufficient supply of orderly public participation channels. Meanwhile, the paper analyses the reasons from four aspects that the communication mechanisms of the government, media and public is not perfect, ignoring network opinion leader and irrational people, in the process of modernization the social conflict is exacerbating, and lacking knowledge of the new dissemination pattern. To analysis the important role of internet in the communication and governance process in the event, and finally proposed that government not only should improve the guarantee mechanism system such like the mechanism of public information and internet laws on the macro view, but also should improve the overall quality of administrative staff, strengthen the communication skill of public crisis, establish management practices in cyberspace and guide and supervise opinions initiatively to adapt to the new situation of politics, economy, society brought by internet on the micro view.
