Mass Distburbances On Internet And Research On The Management

With the development and popularization of Internet, the traditional way of uniform dissemination of information has changed and the age of "the public follows the government" has gone. The diversifying channels of dissemination and reception of information make each natural person in the society both the recipient and disseminator. It is really hard to believe now that one instruction in the past could stop the dissemination of information.In recent years, the frequent occurrences of network group incidents result in great challenges in long-term social stability, government ability and the good relationship between the official and the public. As the hotbeds of network group incidents and with the characteristics of their rapid spread interactivity, broad, open features, the internet makes the network group events easily well known and leads to a lot of rumors in the public. Without appropriate process to control, it can introduce a huge impact on the normal social order and eventually produce a series of negative effects.Based on the comprehensive analysis of stakeholders, psychology and complex systems theory on the network group incidents, the author found that there is universal hatred on the attitudes of Internet users toward government officials and the rich. When related with them, the issues can always be enlarged without any limits which lead to conflicts and oppositions between different classes. Trace to its source, it’s the reflection of contradictions of real life in the internet. Except these issues beyond the internet, there are also problems associated with elaborate plans from the internet, low efficacy of internet control and ethics deviation of professional media. In brief, the occurrences of network group incidents are due to the combination of all the complicated issues.Therefore, the direct purpose of my research is:the Governance of Network Group Incidents. This article believes that the governance of the network group events must follow the principals of people-oriented, in-time, sincere response and guiding the public initiatively. The methods should be control of both in and out of internet with no slack. In addition, the government should improve its credibility and construct a fair, impartial, open and transparent political environment in order to win public trust. It should also establish a sound network of early warning mechanisms for a timely understanding of public opinion;To purify the Internet environment, we should also do the followings:the establishment of communication mechanisms; the achievement of interaction between the public and the government; the Initiative setting of the news agenda and guiding the trend of public opinion; research on the network communication skills and elimination the breeding ground for the network group events; improvement of network regulations and prosecution of violators according to laws.
