Creative Research On Government Decision-making Accountability

Since the SARS crisis of2003, administrative accountability firstly spring up in the field of practice in our country. The storm of administrative accountability hit again and again which was once regarded as a rocket fired in the development of democratic politics in China and welcomed by the broad masses of the people. Accountability boom also gradually reveal the deficiencies of accountability in our country which needs to be further improved.In this paper, I select government decision-making as a breakthrough point. In view of the current society, there is a strange phenomenon that officials frequently caused heavy loss because of the decision-making mistakes, while the accountability system failed repeatedly and people has to pay for what caused by decision-making mistakes. This article attempts to analyze the deficiency of government decision-making accountability system and put forward reasonable suggestions so as to further improve the system of government decision-making and accountability.First of all, this article mainly expounds the fundamental function and significance for the sustainable development of Chinese society of the government decision-making. Its significance is not just for the process of decision-making itself which can largely reduce the fault of government decision-making and the direct loss, but also for the comprehensive development of the whole country. As an important evaluation criterion of the development of democratic politics, it is imperative and imminent to perfect accountability system.Then, the second part of article mainly discusses the main problems of the current government decision-making accountability system. It mainly displays in three aspects:firstly, the inadequate development of accountability system theory; Secondly, not enough in-depth for the practice of accountability; thirdly, since the advent of the accountability system in our country whose development is far behind the need of reality. Because there are many shortcomings of the system, so the process of improvement will be beset with difficulties.This paper try to find out the main reasons which affect the development of decision-making accountability system by combining reality based on the analysis of main problems of the system. Main reasons include the insufficient standardization of the system itself, existing loopholes in institution and the influence of Chinese particular social environment. Cultural foundation for accountability is not strong that is also one of the main factors.Finally, the fourth part of article is aimed at putting forward reasonable suggestions and feasible countermeasures for further improvement of the system in our country based on the deficiency of government decision-making accountability system as well as the cause of a series of problems. Only the government, citizen and social third-party non-profit organization orderly participate in the team of institutional improvement and power supervision, relying on the strength of the whole society, to gain the victory of democratic political practice.
