In1850-1914is the important period of industrialization and urbanization of England, meanwhile, it is the period of transition for its housing problem, and to solve the housing problem has become increasingly mature after the first world war. London as a metropolis, the housing problem becomes more prominent. The article’s purpose is to comb the evolution of the poor housing policy during this period:it changed from the pattern that guided to the government and led to the market to the pattern that led to the government.Until the90s, based on the government’s clear policies, the charities solving the housing problem across the market’s measures; since the90s,the government has gradually become the main responsible for organization, and it provided houses for the poor.The main contents of the article are divided into five parts:The chapter one mainly analyzes the core problems of London’s slum housing situation---housing crowded. By analyzing the cause of the housing problem, a general understanding of the poor’s housing problems can be made.The second chapter mainly probes into the government’s and the charities’ measures for the housing problem. With the support of government’s cleaning and economic policies, the charities solved the housing problem through market’s methods, which embodies the combination of the government and the social force.The third chapter mainly discusses the government-led housing construction.It can be seen that the government has gradually become an important role in the housing transaction, through the analysis of the London county council’s and the local government’s public housing construction.The forth chapter analyzes the causes of the housing policy shifting, mainly from three aspects, which conclude the economic factors, the public opinion and ideological trend,and the social groups and political parties.The last chapter mainly through analyzing the above housing policy evolution, so it can be seen that the government has become the dominant force in solving the housing problem,and with the development of industrialization and urbanization,the suburbanization becomes an inevitable trend.
