A Study On The Government Behavior In The Development Of Exhibition Industry In Qingpu District Of Shanghai City

Since the reform and opening up, China’s exhibition industry development has been just unfolding. Especially from twenty-first Century, it has been entering a leap in the development of the times. Conferences and exhibitions industry with its characteristics of high efficiency and high growth is becoming the "booster" of city economic development and the "barometer" of development of the national economy. The level of development of exhibition industry is also used as one of the important symbol to measure the level of modern social and economic development.As China largest industrial and commercial city and international metropolis, Shanghai has a strong modern city culture. There is a huge advantage for Shanghai conferences and exhibition industry with superior geographical position, locating in the Yangtze River Delta estuary, East China Sea on the East, west to Jiangsu, Zhejiang two provinces, convenient transportation. In addition, the infrastructure is increasingly improved and the service industry base is getting stronger in Shanghai, keeping maintain steady development trend of exhibition industry in Shanghai, the exhibition scale, number of ranked lead all other city in China. Qingpu Conferences and exhibitions industry ushered in a golden development period. It should be faced by Qingpu district local government as the current thinking question how to undertake the comprehensive from China Expo exhibition conmplex located, and promote the Convention and exhibition industry started with high starting point.This article begins to study from the theory of the exhibition industry. At the first, it defines for the exhibition, the exhibition industry and the government behavior etc., then analyses the development of exhibition industry in Qingpu area advantage and some of the government behavior in policy planning and Exhibition festival in Qingpu from the development environment,individual events (China Expo exhibition complex project),the closely related exhibition logistics, tourism, commerce and puts forward countermeasures for optimizing government behavior:building the infrastructure for industrial development of hard environment and soft environment;to strengthen policy management Convention and logistics;tourism and other industries linkage;a clear industry development in the early stage of government led exhibition as the direction, to create a low carbon green exhibition industry positioning starting point. Combined with regional characteristics, relying on industrial advantages, based on reality, it will provide reference for the local government in the development of the exhibition industry, to promote the rapid start of exhibition industry in Qingpu area and sustainable development.
