| In recent years,the medical circles at home and abroad have gradually deepened their research on traditional Chinese medicine and discovered many effective ingredients of traditional Chinese medicine.The public’s trust in traditional Chinese medicine has gradually increased,especially after the outbreak of COVID-19 in 2020,the “TCM fever” has been set off in the society.At the same time,since the state issued the Plan for the Protection and Development of Traditional Chinese Medicine(2015-2020)in 2015,a series of policies and guidelines have been issued,including the White Paper of China on Traditional Chinese Medicine(TCM)and the Action Plan for Poverty Alleviation in the Traditional Chinese Medicine Industry(2017-2020).The Law of the People’s Republic of China on Traditional Chinese Medicine(TCM)has been officially implemented since July 1,2017.The development of traditional Chinese medicine has become a national strategy,and the Chinese herbal medicine industry has become a new dominant industry in China.Seeing this development opportunity,local governments have issued corresponding policies and guidelines to encourage farmers to cultivate traditional Chinese herbal medicine on a large scale and develop the medicine-traveling industry combined with rural tourism,so as to increase farmers’ economic income and get rid of poverty.However,in the process of development,there are also some common problems,such as low social participation and insufficient technical guidance.Therefore,in-depth study on how local governments improve the service system,promote diversified governance and establish a coordinated linkage mechanism in the development of Chinese herbal medicine industry,is of great practical significance to meet people’s needs for a happy life and realize rural revitalization.Bazhou District Government has established the Chinese herbal medicine industry as one of the four leading industries in the region.In the process of promoting the development of Chinese herbal medicine industry in the whole chain,it has established the strategic positioning of “Authentic medicinal herbs Township,Kangyang Bazhou”based on the actual situation,strengthened the top-level guidance of industrial development,achieved phased results,and effectively solved the common problems of industrial development in less developed regions.It has won the title of “National Advanced Unit in Grassroots TCM Work” and other titles.In Bazhou area of Chinese herbal medicine industry development as a case study,the first is to analyze the related research results of traditional Chinese medicine industry at home and abroad,secondly introduces the Bazhou area for promoting the development of the Chinese herbal medicine industry background,Bazhou area the development of the Chinese herbal medicine industry in recent years,periodic effect has carried on the brief description,The typicality and representativeness of the case were analyzed.Based on the theory of service-oriented government,collaborative governance theory and holistic governance theory,the specific practices of the case were analyzed,and the main experience of the development of Chinese herbal medicine industry in Bazhou District was summarized.First,the government should innovate the development concept,improve the policy support system and improve the service level.Secondly,it is necessary to coordinate the cooperation of various subjects and build a diversified governance structure.Third,we will improve the management mechanism and reform the government itself.This paper takes the development of Chinese herbal medicine industry in Bazhou District as a case,analyzes the government’s actions to promote the development of Chinese medicinal materials industry in Bazhou District from multiple dimensions,designed to extract the practice of rural industrial development in less developed areas universality,the agricultural industry development for other similar areas to provide important reference and reference. |
