Research On The Competitive And Cooperation Mechanism Between Government Under The Vision Of Synergism

With the development of economy of socialist market, competition between localgovernments has become the main content of the intergovernmental relations. A largenumber of redundant construction and talent competition has turns out the negativecompetition behavior of local government. These problems stems mainly from threeaspects: one the local governments became an independent interests entity, the second isthe existing problems of mechanism of promotion,the third is the characteristics of theadministrative and economic contract. The effective measures to solve the negativecompetition is constructing the mechanism of competition between local governments.There has the competition mechanism currently, but it is not specific. Therefore, thisarticle attempts to introduce synergy theory into the study of relations between localgovernments so that we can solve the existing dilemma. We can solve the problem ofnegative competition between local governments through construction of targetcollaborative mechanism between local governments build, construction of interestscoordination mechanism, the construction of information coordination mechanism.Through the concept of competition and cooperation mechanism from thecollaborative research, the paper attempts to give the competition mechanism, buildfavorable reference for the future regional economies and each local government toprovide a system of tools within easy reach of the competition and cooperation. Forsynergy theory and present academia is introduced into the study of relations betweenlocal governments is far insufficient, therefore, it is based on the needs of the reality andthe academia is missing, the current research in this paper, under the collaborative vision for the construction of the mechanism of competition between local governmentsmade a preliminary study.
