Construction of urban communities are cells of the city, its development level decides the healthy and rapid development of the city. Urban community human resources quality and ability level, as well as to the urban community of scientific and effective management of human resources, is the important content of urban community management, and promote the development of the key factors.In early2013, Baotou QingShanOu after street community management system reform, a new community management system change, human resources management in the community also has a lot of new changes.Urban community human resources refer to the full-time and part-time personnel engaged in community management and services. At present, the city of QingShanOu community human resources mainly secretary of the party committee and the management of service station stationmaster, general community work personnel, professional staff, community residents’committees cadres and the people’s livelihood community. They work in the community management and service; promote the harmonious development of all kinds of communities. Urban community human resources management is refers to the urban community organizations and their competent organization through effective measures and means, for the community reasonably required to access and use of human resources and promote the realization of the human resource itself value and carry out the sum of the various management activities, related to the candidates, choose and employ persons, cultivating, LiRen, retention, etc. QingShanOu after street community management system reform, urban community human resources management made a lot of new achievements, but there are also some problems. In terms of the candidates, is the selection of the various sources, the selection is not standard, the selection range is too small, the purpose of the candidates are not clear, etc.; In terms of choose and employ persons, the role is not clear, responsibility is not clear; In terms of incentive constraints, there is no perfect, scientific and effective assessment and incentive mechanism; In terms of education and training, without a complete, scientific, effective education training design; In terms of wages material benefits, the overall level is low, hard to attract retain talent for the community development and construction services. To this, in order to improve the Baotou QingShanOu urban community human resources management present situation, put forward three measures:one is to establish people-oriented urban community human resources management thoughts; Second, innovation of human resource management, urban community establish correct, scientific and effective management principle and target, establish and improve the professionalization and specialization, standardization of community human resources management system; Three is to perfect management measures, to achieve scientific and effective human resource management.This paper USES the related theories and methods of public human resource management, through the investigation and study analysis of Baotou QingShanOu urban community of human resources management present situation and existing problems, and find out the cause of the problems in practice, then targeted put forward the solution to the problem, to explore suitable for the development of the region more perfect human resource management model, urban community to solve the problem of the development of urban community human resources management, QingShanOu city community for the future development of human resource management to provide the reference.Discussed in this paper, from three parts:the first part is the introduction, this paper discusses the urban community, urban community of human resources and urban community of human resource management research status at home and abroad and their basic meaning; Baotou city in the second part systematically analyses QingShanOu urban community human resources management present situation, find out the existing problems, and analysis its reason; The third part put forward to solve the problems that exists in perfecting the baotou QingShanOu urban community thinking and countermeasures of human resource management.
