Human resources management is a brand-new field in the modern management. The main content is that man is a decisive one among the factors which affect the development of the organization, thus, promoting the organization forward.Since the reform and opening, the economy and society of China have developed rapidly, meanwhile, the shortcomings of the traditional human resources management in the government departments gradually exposed, which has become an important factor to restrict the reform and further economic and social development of our government departments. Human resources in the government departments, as a part of the national human resources, without doubt, have all the basic nature as the general human resources do. Government staff must have a high level of theory, policy, legal concepts, political quality, moral consciousness, the enthusiastic service attitude, work attitude and work style to public. Similarly, on one hand, the government human resources development and management also have a general nature and a special management one as a form of organization in the government departments. On the other hand, the special nature of the public organization itself and the human resources of government departments make the human resources development and management of the government have the special quality, which means that organizations must have a unified target, command, institutional settings, only in this way can the complex human resources department be set up, corresponding to the system of the public organization, which is responsible for the different departments and management functions with different level under the unified leadership of the senior authorities. It has more incomparable complexity than other departments.In this paper, combined with the theory of government human resource management in China, the current situation of human resource management in the typical township government is to be analyzed, and in response to the shortcomings of the human resources management, the deeper general reasons are to be analyzed as well. Meanwhile, preliminary analysis on some key issues of human resource management in grass-roots governments are explored and conducted, and some specific suggestions on the human resource management practices in township government are put forward.
